Abstract

One type of construction that has a high risk factor is the construction of a wharf. The pier is one of the port facilities in the form of construction that is located on the seaside or that juts out into the sea which is designed to have a certain depth for the place where the ship rests (Government Regulation of the Republic of Indonesia no. 69, 2001). With its location in the sea, during its construction the dock has a very high potential risk, this is because it is influenced by environmental factors such as waves, currents, wind and extreme weather. (Study et al., 2012). Several factors that occur can result in delays in a job can also occur ranging from improper implementation methods, incorrect planning, equipment and labor constraints and others. This study took data on dock construction projects in the period from 2010 to 2020 as many as 17 pier construction projects studied. The collection of project data within that period is carried out by evaluating each work from the progress report every week, while the evaluation carried out is labor evaluation, material evaluation, equipment evalution and evaluation of weather conditions at the time of work implementation. In connection with the phenomenon that occurs, especially those that occur delays in work on the dock construction project which has an impact on a large enough percentage of delays in the work, it is necessary to carry out a risk analysis of the delay in the work of the dock construction so that it can be useful for the Contractor to anticipate risks before the work begins. The purpose of this study is to analyze the risk of delays that occur in the work of the dock construction project by identifying the dominant factor as the cause of the delay that will occur and the relationship between bound variables and free variables and identifying the work items that most affect performance in the dock construction project. The data analysis method used in this study is statistical analysis using SPSS ver.26.0 and Relative Importance Index (RII), it is hoped that with this method, it is hoped that with this method, it can be known the factors causing delays in a dock construction project. In addition, this risk analysis is also useful for researchers who are interested in risk analysis to be used as a reference in terms of risk identification to develop further research, especially in similar fields of work. Keywords : dock project, risk identification, delay. Salah satu jenis konstruksi yang mempunyai faktor risiko yang tinggi adalah pembangunan sebuah dermaga. Dermaga merupakan salah satu fasilitas pelabuhan berupa konstruksi yang berada ditepi laut atau yang menjorok kelaut yang didesain mempunyai kedalaman tertentu untuk tempat bersandarnya kapal (Peraturan Pemerintah RI no. 69, 2001). Dengan lokasinya di laut tersebut maka pada masa konstruksinya dermaga mempunyai potensi risiko yang sangat tinggi, hal ini karena dipengaruhi oleh faktor lingkungannya seperti faktor gelombang, arus, angin dan cuaca ektrim.(Studi et al., 2012). Beberapa faktor yang terjadi dapat mengakibatkan keterlambatan dalam suatu pekerjaan juga bisa terjadi mulai dari metode pelaksanaan yang tidak tepat, perencanaan yang keliru, kendala peralatan dan tenaga kerja dan lain-lain. Penelitian ini mengambil data proyek pembangunan dermaga dalam kurun waktu tahun 2010 sampai dengan 2020 sebanyak 17 Proyek pembangunan dermaga yang diteliti. Pengambilan data proyek dalam kurun waktu tersebut dilaksanakan dengan cara mengevaluasi masing-masing pekerjaan dari laporan kemajuan setiap minggunya, adapun evaluasi yang dilaksanakan adalah evaluasi tenaga kerja, evaluasi material, evalusi peralatan dan evaluasi kondisi cuaca pada saat pelaksanaan pekerjaan. Sehubungan dengan fenomena yang terjadi khususnya yang terjadi keterlambatan pekerjaan pada proyek pembangunan dermaga yang berdampak terhadap prosentase keterlambatan yang cukup besar pada pekerjaan tersebut maka perlu untuk dilaksanakan analisis risiko terhadap keterlambatan pekerjaan pembangunan dermaga sehingga dapat berguna bagi Kontraktor untuk mengantisipasi risiko sebelum pekerjaan dimulai. Tujuan dari Penelitian ini adalah menganalisa risiko atas keterlambatan yang terjadi pada pekerjaan proyek pembangunan dermaga dengan cara mengidentifikasi faktor dominan sebagai penyebab keterlambatan yang akan terjadi dan hubungan antara variabel terikat dan variabel bebas serta mengidentifikasi item pekerjaan yang paling berpengaruh terhadap kinerja dalam proyek pembangunan dermaga. Adapun metode analisis data yang digunakan pada penelitian ini adalah analisis statistik dengan menggunakan SPSS ver.26.0 dan Relative Importance Index (RII), diharapkan dengan metode tersebut dapat diketahui faktor-faktor penyebab terjadinya keterlambatan dalam sebuah proyek pembangunan dermaga. Selain itu analisa risiko ini juga bermanfaat bagi para peneliti yang tertarik dalam analisa risiko untuk dapat dijadikan referensi dalam hal identifikasi risiko untuk mengembangkan penelitian lanjutan terutama di bidang pekerjaan yang sejenis.
