Abstract

PeduliLindungi app has been a phenomenon among the public right after the government enforced a mandatory regulation about the usage of PeduliLindungi app to access the public facilities. However, this app then caused various negative reaction from people in any society. This study aims to discover how is the meaning that ensued to the public based on their feelings and motives in using PeduliLindungi. Theori used in this study is phenomenology by seeing the internalisation and externalisation processes. Paradigm of this study is constructivism, and the approach technique or qualitative with the methid od phenomenology by Alfred Shcutz, which being categorized into two points which are structural description (feeling) and textural description (motive) in using PeduliLindungi. Data collectiong technique used is in-depth interview with seven informants. The results of this study indicate that three of the seven informants have positive meanings based on their feelings while using the PeduliLindung, also resulting in the fact that four of the seven informants actually interpret the PeduliLindung application only as a condition, without feeling any urgency or specific goals to be achieved. the difference in consistency of use during the tight PPKM period and when it was loosened. This study concluded that the meaning that ensuded to the public about the regulation of PeduliLindungi is different between one to another, as there also some different backgrounds and also interpreations. The meaning that ensued based on the motive tend to be negative than the meaning that ensued based on public’s feelings. Keywords: Phenomenology, PeduliLindungi App, Symbolic Interaction Aplikasi PeduliLindungi telah menjadi fenomena di kalangan masyarakat, setelah Pemerintah memberlakukan peraturan yang mewajibkan penggunaan aplikasi PeduliLindungi untuk mengakses fasilitas publik. Namun, aplikasi ini kemudian menimbulkan berbagai reaksi negatif masyarakat dari seluruh kalangan. Penelitian ini bertujuan untuk mengetahui bagaimana pemaknaan yang terjadi pada masyarakat berdasarkan perasaan dan motif dalam menggunakan aplikasi PeduliLindungi. Peneitian ini menggunakan teori fenomenologi dengan melihat proses internalisasi dan eksternalisasi. Paradigma dalam penelitian ini adalah konstruktivisme, pendekatan yang digunakan adalah kualitatif dengan metode fenomenologi oleh Alfred Shcutz yang dikategorikan ke dalam dua poin yakni structural description (perasaan) dan textural description (motif) penggunaan aplikas PeduliLindungi. Teknik pengumpulan data berupa wawancara mendalam dengan melibatkan tujuh orang informan. Hasil dari penelitian ini menunjukkan tiga dari tujuh orang informan memiliki pemaknaan yang positif berdasarkan perasaan mereka selama menggunakan aplikasi PeduliLindungi, juga menghasilkan fakta bahwa empat dari tujuh informan justru memaknai aplikasi PeduliLindungi hanya sebagai syarat, tanpa merasa adanya urgensi atau tujuan tertentu yang hendak dicapai Terdapat juga perbedaan dalam konsitensi penggunaan pada masa PPKM ketat dan saat sudah dilonggarkan. Penelitian ini menyimpulkan bahwa pemaknaan yang terjadi pada informan tentang pemberlakuan aplikasi PeduliLindungi berbeda satu sama lain, karena adanya perbedaan latar belakang dan juga interpretasi yang dilakukan. Makna berdasarkan motif penggunaan, cenderung lebih negatif dibanding makna yang terjadi berdasarkan perasaan informan. Kata kunci: Fenomenologi, Aplikasi PeduliLindungi, Interaksi Simbolik
