Abstract

Kebijakan pemerintah membuka sekolah melalui SKB 4 Menteri, 20 November 2020 disikapi Pemerintah Provinsi DKI Jakarta melalui Keputusan Gubernur nomor 1100 tahun 2020 memperpanjang pelaksanaan pembatasan sosial berskala besar (PSBB) dari tanggal 23 November sampai dengan 6 Desember 2020. Situasi ini menyebabkan Dinas Pendidikan di tingkat provinsi dan jajarannya melakukan berbagai upaya untuk mendukung pelaksanaan kebijakan dari pemerintah pusat diantaranya dengan melakukan sosialisasi dengan berbagai strategi komunikasi. Dinas Pendidikan DKI Jakarta mengeluarkan SE nomor 1/SE/2021 yang berisi langkah-langkah persiapan pembelajaran tatap muka. Strategi komunikasi kebijakan yang diterapkan melalui SE nomor 1/SE/2021, untuk mendorong satuan pendidikan melaksanakan kegiatan pembelajaran tatap muka terbatas. Penelitian bertujuan untuk menemukan strategi komunikasi kebijakan Dinas Pendidikan DKI Jakarta dalam mengimplementasikan Keputusan Bersama 4 Menteri. Strategi komunikasi menurut Effendy (2007;32), merupakan perencanaan dan manajemen mencapai tujuan, beserta taktik operasionalnya. Sedangkan Little John, (2009 : 177), menyatakan komunikasi adalah hasil komunikasi efektif, pesan dari komunikator diterima secara baik komunikan. Agar pesan yang disampaikan kepada sasaran (public) menjadi efektif, terdapat beberapa strategi komunikasi menurut Anwar Arifin (2008:72), yaitu mengenal khalayak, menyusun pesan, menetapkan metode, seleksi dan penggunaan media. Kebijakan publik adalah seperangkat keputusan politik dalam bentuk rencana aksi atau program kerja untuk mencapai tujuan di masyarakat. Membuat sebuah kebijakan publik menurut Randaal B. Ripley dalam Subarsono (2009:11), langkah- langkahnya, yaitu 1) meyusun agenda kebijakan, 2) perumusan dan legalitas kebijakan, 3) pelaksanaan kebijakan dan 4) evaluasi terhadap pelaksanaan, performa, dan pengaruh kebijakan. Paradigma penelitian adalah konstruktivis, pendekatan kualitatif menggunakan metode studi kasus. Hasil penelitian, keputusan bersama 4 Menteri dapat dilaksanakan di DKI Jakarta. Untuk memaksimalkan pelaksanaannya, strategi komunikasi yang dilakukan adalah dengan menyampaikan informasi secara masif, adanya pengulangan informasi oleh pejabat terkait seperti Pengawas, Kasudin, Kepala Bidang Persekolahan. Dinas Pendidikan juga menyediakan saluran informasi yang dapat diakses oleh satuan Pendidikan untuk pelaporan maupun proses penguatan program pembelajaran tatap muka terbatas. The government's policy to open schools through a 4 Ministerial Decree, 20 November 2020, was responded to by the DKI Jakarta Provincial Government through Governor Decree number 1100 of 2020 to extend the implementation of large-scale social restrictions (PSBB) from 23 November to 6 December 2020. Provinces and their staff make various efforts to support the implementation of policies from the central government, including by conducting socialization with various communication strategies. The DKI Jakarta Education Office issued SE number 1/SE/2021 which contains steps to prepare for face-to-face learning. The policy communication strategy implemented through SE number 1/SE/2021, to encourage educational units to carry out limited face-to-face learning activities. This study aims to find a strategy for communication of the DKI Jakarta Education Office's policy in implementing the Joint Decree of the 4 Ministers. Communication strategy according to Effendy (2007: 32), is planning and management to achieve goals, along with operational tactics. While Little John, (2009: 177), states that communication is the result of effective communication, messages from communicators are well received by the communicant. In order for the message conveyed to the target (public) to be effective, there are several communication strategies according to Anwar Arifin (2008:72), namely knowing the audience, compiling messages, determining methods, selecting and using media. Public policy is a set of political decisions in the form of action plans or work programs to achieve goals in society. Making a public policy according to Randaal B. Ripley in Subarsono (2009:11), the steps are: 1) formulating a policy agenda, 2) formulation and legality of policies, 3) implementing policies and 4) evaluating the implementation, performance, and impact. policy. The research paradigm is constructivist, qualitative approach using case study method. The results of the study, the joint decision of the 4 Ministers can be implemented in DKI Jakarta. To maximize its implementation, the communication strategy adopted is to convey information massively, the repetition of information by relevant officials such as Supervisors, Head of Sub-Department, Head of School Division. The Education Office also provides information channels that can be accessed by Education units for reporting and the process of strengthening limited face-to-face learning programs.
