Abstract

Man and his life is a key element in disaster management. Their safety is the highest measurement and communication plays an important role for realizing human safety in all phases of disaster management, pre-disaster, emergency and also post-disaster phases. Monitoring the activity of nature and the potential for disaster in disaster- prone areas need to be communicated continuously. Those information need to be managed, which have scope in data collection, analysis and reporting to be disseminated, are mainly functions of Pusdalops Disaster Management Unit (Pusdalops PB). The data is made not only the occurrence of disasters, but also how the disaster management are conducted by other parties. Management commitment required to reposition the existence Pusdalops PB as a strategic unit for communication tools as a basic of monitoring and controling in the catastrophic events. Based on this, the case studied taken: "Organizational Communication Implementation on Pusdalops in Emergency", which uses the theory of organizational communication. This study used a qualitative perspective with the case study method, highlighted the meaning of understanding of the functioning of the unit raised Pusdalops BNPB. Data collecting technique uses primary data by observation and interviews, and also secondary data by literature. The results obtained by the idea that organizational communication Pusdalops PB hold the principle of fast, accurate, mutually agree, coordinated, cooperative, transparent and accountable, should be conducted through formal and informal approaches to create two-way communication. Media are considered effective for the delivery of information in general is face to face, training, informal meetings, discussions, or interaction through direct visits to Pusdalops PB BNPB. In the end, the entire communication effort, both in programs and activities and policies at a higher level, just worth assessed useful if indeed the people affected by the disaster become more resilient.
