Abstract

The strength of the symptoms of political civil servants in the elections is an important sign of repeating patterns and the still weak bureaucracy in today's era of democratic transition. The role and function of a state apparatus that falls within the political world packed with behavior that supports the role of the profession. Because the domain of communication studies in professional interaction servants in the political world becomes interesting and important changes in the country's democratic order. The theory of social reality and explores the role and behavior of public servants thinking as a civil servant in the world of professionalism. Phenomenological theory that explores the world together into a common sense through awareness of actions that have the same meaning in a society. Therefore, changes in consciousness of a society begins the changes made by the public servant. The behavior and actions become a real example to construct meaning in the context of political intersubjektifitas that will be found a pattern of political behavior Civil Affairs Officer. This study uses the theory of social reality and the theory of phenomenology, the constructivist paradigm and qualitative approaches as well as the collection of data through in-depth interviews on the informants. Of the phenomenon was found that the reduction of the resulting experience and meaning of knowledge and public servants in political activities in the local elections of 2013 Serang City is divided into two categories in political behavior. First Servant as public servants are servants who carry out its role as a normative and dedicate their profession to serve the community as institutif accordance with the legislation pplicable employment land, do not take sides in politics and did not undergo practical politics. Both are servants as servants of power that openly show their involvement in supporting business-support areas, especially the head of the incumbent candidate. Activities such as campaigns, interventions, appeals and instructions to fellow professional public servants. Have high closeness and loyalty towards their superiors who ran for office as well as the indication of the desired target in the defense power has or will be achieved. Keywords: Civil Affairs Officer, Political Behavior, and Social Reality Masih kuatnya gejala pegawai negri berpolitik dalam pilkada merupakan tanda penting adanya pola berulang serta masih lemahnya birokrasi di era transisi demokrasi saat ini. Peran dan fungsi seorang aparat negara yang terjun dalam dunia politik dikemasi dengan perilaku yang mendukung peran profesinya. Karena itu ranah kajian komunikasi dalam interaksi profesi pegawai negri dalam dunia politik menjadi menarik dan penting dalam perubahan tatanan demokratisasi negara ini. Teori realitas sosial mengekplorasi peran dan perilaku serta pemikiran pegawai negri sebagai seorang abdi negara dalam dunia profesionalitasnya. Teori fenomenologi yang mengeksplorasi dunia bersama menjadi common sense melalui kesadaran atas tindakan yang memiliki pemaknaan sama dalam suatu masyarakat. Oleh sebab itu perubahan kesadaran suatu masyarakat diawali perubahan yang dilakukan oleh para abdi masyarakat tersebut. Perilaku dan tindakannya menjadi contoh nyata untuk membangun makna intersubjektifitas dalam konteks politik sehingga akan ditemukan sebuah pola perilaku politik Pegawai Negri Sipil. Penelitian ini menggunakan teori realitas sosial dan teori fenomenologi, dengan paradigma konstruktivis dan menggunakan pendekatan kualitatif serta dalam pengumpulan data melalu wawancara mendalam terhadap para informan. Dari fenomena yang didapatkan bahwa dalam mereduksi pengalaman dan pemaknaan yang dihasilkan dari pengetahuan dan aktifitas pegawai negri dalam politik pada proses pemilihan kepala daerah Kota Serang tahun 2013 terbagi dalam dua kategori dalam perilaku politiknya. Pertama Pegawai Negri sebagai pelayan masyarakat yaitu pegawai negri yang menjalankan perannya secara normatif dan mendedikasikan profesi mereka untuk melayani masyarakat secara institutif sesuai dengan Undang-undang kepegawaian negri yang berlaku, tidak berpihak dalam berpolitik dan tidak menjalani kegiatan politik praktis. Kedua adalah pegawai negri sebagai pelayan kekuasaan yang secara terang-terangan menunjukan keterlibatan mereka dalam usaha dukung-mendukung calon kepala daerah khususnya incumbent. Kegiatannya berupa kampanye, intervensi, himbauan serta instruksi terhadap sesama profesi pegawai negri. Mempunyai kedekatan dan loyalitas tinggi terhadap atasan mereka yang mencalonkan diri serta adanya indikasi mengincar jabatan yang diinginkan dalam pertahanan kekuasaan yang dimiliki atau akan diraihnya.
