Abstract

LRT (Light Rail Transit) Jakarta as one of the modes of public transportation in its implementation requires integration with other modes of transportation. The number of LRT passengers, which is classified as small, demands the fulfillment of feeder transportation needs to deliver passengers to reach LRT stations. Urban public transport has been chosen as the Jakarta LRT feeder transport. In planning the transportation of Jakarta LRT feeders, prior research is conducted on the performance and quality of transport services that have been operated as material for planning consideration. Transport performance consists of Load Factor, Speed, Headway and Frequency, Travel Time, Service Time, Number of Vehicles Operated, Waiting Time and Circulation Time. The quality of transportation services is based on the parameters of Security, Safety, Comfort, Affordability, Equality and Regularity. The parameters used in analyzing the performance results and service quality are used as a reference analysis of primary data and secondary data based on research results. From the results of research on transportation performance, it is known that the performance of 5 Jakarta LRT feeder transport routes is classified as having good performance. However, when viewed from the average load factor results, which are valued at 54.57% on weekdays and 36.95% on holidays, it can be concluded that the transportation is relatively quiet and less attractive to passengers. The results of the analysis of the quality of public transport services indicate that improvements are needed to the service criteria for comfort, safety, equality and regularity. In addition, observations were also made on the condition of the existing Jakarta LRT feeder transportation to find out the routes traveled by the five transportation routes. Based on the results of the analysis that has been carried out, a re-planning of the LRT Jakarta feeder is needed. The plan includes planning the number of transportation needs per circulation time to improve performance, planning for the type of feeder transport that is effective for improving service quality, and modifying routes for effective feeder transport services. Keywords: public transportation, performance, service quality, transportation planning LRT (Light Rail Transit) Jakarta sebagai salah satu moda transportasi umum pada pelaksanaannya memerlukan integrasi dengan moda transportasi lain. Jumlah penumpang LRT yang tergolong sedikit, menuntut dipenuhinya kebutuhan angkutan pengumpan (feeder) untuk menghantarkan penumpang menjangkau stasiun-stasiun LRT. Angkutan umum perkotaan telah dipilih sebagai angkutan feeder (pengumpan) LRT Jakarta. Dalam merencanakan angkutan feeder LRT Jakarta dilakukan penelitian terlebih dahulu mengenai kinerja dan kualitas pelayanan angkutan yang telah dioperasikan sebagai bahan pertimbangan perencanaan. Kinerja angkutan terdiri dari Load Factor, Kecepatan, Headway dan Frekuensi, Waktu Perjalanan, Waktu Pelayanan, Jumlah Kendaraan Beroperasi, Waktu Tunggu dan Waktu Sirkulasi. Kualitas pelayanan angkutan berdasarkan parameter Keamanan, Keselamatan, Kenyamanan, Keterjangkauan, Kesetaraan, dan Keteraturan. Parameter-parameter yang digunakan dalam menganalisis hasil kinerja dan kuallitas pelayanan digunakan sebagai acuan analisis dari data primer dan data sekunder berdasarkan hasil penelitian. Dari hasil penelitian mengenai kinerja angkutan, diketahui kinerja 5 trayek angkutan feeder LRT Jakarta tergolong memiliki kinerja yang baik. Namun, apabila dilihat dari rata-rata hasil factor muat (load factor) yang bernilai 54,57% pada hari kerja dan 36,95% pada hari libur dapat disimpulkan bahwa angkutan tergolong sepi dan kurang diminati penumpang. Hasil analisis kualitas pelayanan angkutan umum menunjukkan bahwa diperlukan adanya perbaikan pada kriteria pelayanan kenyamanan, keselamatan, kesetaraan dan keteraturan. Selain itu, dilakukan juga observasi kondisi eksisting angkutan feeder LRT Jakarta untuk mengetahuin ruterute yang dilalui kelima trayek angkutan. Berdasarkan hasil analisis yang telah dilakukan maka diperlukan perencanaan kembali mengenai angktan feeder LRT Jakarta. Perencanaan tersebut meliputi perencanaan jumlah kebutuhan angkutan per waktu sirkulasi untuk perbaikan kinerja, perencanaan jenis angkutan feeder yang efektif untuk perbaikan kualitas pelayanan, serta modifikasi rute pelayanan angkutan feeder yang efektif.
