Abstract

This study aimed to show how is the role of public relations in this case is the public relations of the ministry of public works in achieving good governance through transparency, accountability and public participation. The role of public relations in the ministry of public works is as a communications expert, communication facilitator, problem-solving process facilitator and communication technicians that are seen evidently in the daily activities of the ministry of public works public relations organization. The application of organizational communication theory can be seen from the upward communication flow, downward communication flow and horizontal communication flow. This is a qualitative study using the constructivism paradigm with a case study perspective, the case here refers to public relations as an organization should stand-alone (state of being), but the reality happening in the field of research is that the public relations of the ministry of public works is still at third echelon level or equivalent to the public relations line of work head, in order to be able to organize tasks and functions properly, public relations is supposed to be at the level of public relations bureau head or second echelon. By this study it can be recognized that the ministry of public works has been running good governance, and public relations as a bridge between the public and the organization has been running a role as government’s public relations which holds the principles of transparency, accountability and public participation. Penelitian ini ingin menunjukkan bagaimana peran humas pemerintah dalam hal ini adalah humas kementerian pekerjaan umum dalam mewujudkan good governance dengan melalui transparansi, akuntabilitas dan partisipasi publik. Peran humas kementerian pekerjaan umum adalah sebagai tenaga ahli komunikasi, fasilitator komunikasi, fasilitator proses pemecahan masalah dan teknisi komunikasi yang terlihat jelas dalam kegiatan sehari-hari organisasi humas kementerian pekerjaan umum. Penggunaan Teori Komunikasi organisasi dapat dilihat dari alur komunikasi ke atas, alur komunikasi kebawah dan alur komunikasi secara horizontal. Penelitian ini bersifat kualitatif menggunakan paradigma constructivism dengan perspektif studi kasus, kasus yang dimaksud adalah humas sebagai sebuah organisasi seharusnya adalah berdiri sendiri (state of being) namun kenyataan yang terjadi di lapangan penelitian bahwa humas kementerian pekerjaan umum masih berada di tingkat eselon tiga atau setara dengan kepala bidang humas, semestinya untuk dapat menyelenggarakan tugas dan fungsinya dengan baik, humas seharusnya berada pada tingkat kepala biro humas atau eselon dua. Dari peneletian ini dapat diketahui bahwa kementerian pekerjaan umum sudah menjalankan good governance, dan humas sebagai jembatan antara khalayak dengan organisasi sudah menjalankan peran sebagai humas pemerintah yang memegang prinsip transparansi, akuntabilitas dan partisipasi publik.
