Abstract
The purpose of this research is to know the model of communication and Interpersonal Communication Effectiveness of Field Consultant through The World Bank Corporate Social Responsibility (CSR) in Implementing Basic Education Capacity (BEC-TF) Program. Research studies conducted in the interpretative paradigm through qualitative research approach. The subjects of this research are BEC TF Program Managers and Field Consultant. The further interview was done to collect data that is needed for the research. The result of this research shows that in the implementation of the program occurred formal communication model associated with predefined rules by The World Bank, while informal communication model associated with Field Consultant’s commitment in delivering message strategy. Interpersonal Communication is an effective communication in order to succeed BEC TF program because it is not only driven by the motive cause (vision and mission), but also driven by the motive to build public awareness to be more aware of education so they have concern for improving the quality of basic education. Penelitian ini dilakukan dengan tujuan untuk mengetahui Pola Komunikasi dan Efektifitas Komunikasi Antar Pribadi konsultan lapangan dalam Pelaksanakan Corporate Social Responsibility (CSR) The World Bank program Basic Education Capacity (BEC TF). Kajian penelitian dilakukan dalam paradigma interpretatif melalui pendekatan penelitian kualitatif. Subjek penelitian terdiri dari para pengelola program BEC TF dan Konsultan Lapangan. Wawancara mendalam dilakukan dalam penelitian ini untuk menggali data yang diperlukan bagi penelitian. Hasil penelitian menunjukkan bahwa terdapat Pola komunikasi formal terkait dengan aturan dan ketentuan yang telah ditetapkan oleh The World Bank, sedangkan pola komunikasi informal terkait dengan komitmen konsultan lapangan dalam strategi penyampaian pesan tersebut kepada pemangku kepentingan pendidikan. Komunikasi Antar Pribadi merupakan komunikasi yang efektif dalam rangka menyukseskan program BEC TF karena tidak hanya didorong oleh motif sebab (dorongan misi dan visi), tetapi juga didorong oleh motif untuk (membangun kesadaran masyarakat agar bangkit dari keterpurukan pendidikan) sehingga mereka mempunyai kepedulian terhadap peningkatan mutu pendidikan dasar.
