Abstract
Tantangan umum yang dihadapi perusahan tambang adalah mengubah citranya di mata masyarakat. Selama ini, aktivitas pertambangan dipersepsikan sebagai jenis usaha yang merusak lingkungan, eksploitatif dan mengancam kelangsungan hidup komunitas sekitar tambang. Dalam menghadapi itu, korporasi perlu menerapkan strategi komunikasi perusahaan. Salah satunya melalui implementasi program CSR. Program sosial yang bermanfaat bagi komunitas lokal dapat mengubah citra perusahaan tambang. Penelitian ini bertujuan untuk mengetahui pemahaman kelompok penolak tambang terhadap strategi komunikasi PT BSI melalui program CSR. Penelitian menggunakan metode pendekatan deskriptif kualitatif dengan paradigma konstruktivis. Teknik pengumpulan data menggunakan wawancara dan studi kepustakaan. Desain penelitian dilakukan dengan studi kasus. Hasil penelitian menunjukkan PT BSI sudah menjalankan program CSR, melalui program pemberdayaan masyarakat, pendidikan, kesehatan, dan perbaikan infrastruktur. Kendatipun demikian, penolakan masih tetap ada. Beberapa faktor penyebabnya, karena program masih terbatas pada kelompok tertentu, penyerapan tenaga kerja masih terbatas, serta kecenderungan korporasi untuk tertutup terhadap beberapa isu sensitif, seperti perolehan IUP, penambangan liar dan kerusakan lingkungan. Selain itu, kendala yang dihadapi adalah korporasi kurang berkomunikasi secara terbuka dengan kelompok penolak, program CSR juga masih terbatas pada beberapa kelompok, keterbatasan kompetensi berkomunikasi karyawan CSR terkait tambang, serta adanya kepentingan pribadi dari kelompok penolak dengan memanfaatkan isu tambang. Kata kunci: Strategi Komunikasi, Program CSR, Keterbukaan, Kelompok Penolak, Tambang, Eksploitatif. Common challenges facing mining companies is to change the image in the public eye. During this time, the mining activities are perceived as a kind of business that is damaging to the environment, exploitive and threatening the survival of communities around the mine. In the face of it, the corporation needs to implement a corporate communications strategy. One of them is through the implementation of CSR programs. Social programs that benefit the local community can transform the image of mining companies. This study aims to determine the understanding of the mine repellent group PT BSI communication strategy through the CSR program. Research using qualitative descriptive approach with the constructivist paradigm. Data collection technique used the techniques of interview and literature study. The study design is done with the design of the case study. The results showed PT BSI has been running various CSR programs that include four areas of activity: community development, education, health and infrastructure improvements. Nevertheless, the rejection of a repellent group remain. Some of the factors, the program is limited to a certain group, employment is still very limited, and the tendency of corporations to be closed to some sensitive issues like IUP, illegal miners and environmental damage. Constraints faced by the corporation less communicate openly with repellent group, the CSR program is also still limited to a few groups, the limited competence of communicating CSR employee-related mines, as well as the personal interests of the group repellent utilizing the mine issue.
