Abstract

Walking is a form of transportation mode which is quite many enthusiasts compared to other vehicle transportation. In the education areas such as around Bina Nusantara University walking activities are preferred to reach shops, restaurants, cafes, etc. therefore it is necessary to pay attention to the suitability of facilities to support pedestrian safety and comfort. This study examines the volume of pedestrians, walking speeds and free space of pedestrian to evaluates the sidewalks and crossing facilities in front of Bina Nusantara University, which ultimately to found out the traffic flow level of services (LOS) at that location, then to determines what type of facility is suitable for that location. Also examined operational analysis of road sections to find out its degree of saturation considering the high activity in front of the campus became a high side obstacle generator. For research needs, a survey has been conducted for 2 days; Saturday, 30th of November 2019 and Monday, 25th of November 2019 during rush hour. The survey included surveys of pedestrian current volumes, geometric measurements of roads, vehicle volumes, speeds, side barriers and pedestrian volumes crossing the road. In determining LOS in pedestrian facilities used regulations on Procedures for Planning Pedestrian Facilities in Urban Areas (Ministry of Public Works Directorate General of Highways Directorate of Technical Development / No: 011 / T / Bt / 1995) and for the determination of traffic flow LOS used MKJI 1997 . From the analysis, it is known that the LOS on the sidewalk in front of BINUS is B with 15 minutes flow (V15) was 1.25 ped/minute/ ft, pedestrian space was 35.96 ft2 / ped and the LOS of the sidewalk opposite BINUS is B with 15 minutes flow (V15) was 1.39 ped/minute / ft, pedestrian space was 35.05 ft2 /ped. Meanwhile, the traffic flow LOS at that location was E with DS = 0.94 with space mean speed 8.56 pcu / hour. The results of the evaluation also found that the existing crossing facilities were inadequate because the volume of pedestrians was high enough that it need to be replaced with pelican with waiting stalls. Berjalan kaki merupakan moda transportasi yang cukup banyak peminatnya dibandingkan dengan transportasi kendaraan lain. Di sekitar kawasan pendidikan seperti di sekitar Universitas Bina Nusantara kegiatan berjalan kaki lebih disukai untuk mencapai toko, restoran, café, dll oleh karena itu perlu diperhatikan masalah kesesuaian fasilitas untuk mendukung keselamatan dan kenyamanan pejalan kaki. Penelitian ini memeriksa volume pejalan kaki, kecepatan pejalan kaki serta ruang bebasnya untuk mengevaluasi trotoar dan fasilitas penyeberangan yang ada di depan Universitas Bina Nusantara, yang pada akhirnya mengetahui level of services (LOS) pada lokasi tersebut, kemudian menentukan jenis fasilitas apa yang cocok dengan lokasi tersebut. Juga diperiksa analisa operasional ruas jalan untuk mengetahui derajat kejenuhannya mengingat tingginya aktivitas di depan kampus menjadi bangkitan hambatan samping yang tinggi. Untuk kebutuhan penelitian, telah dilakukan survey selama 2 hari yaitu hari Sabtu 30 November 2019 dan Senin 25 November 2019 pada jam sibuk. Survey yang dilakukan mencakup survey volume arus pejalan kaki, pengukuran geometrik jalan, volume kendaraan, kecepatan, hambatan samping dan volume pejalan kaki menyeberang jalan. Dalam penentuan LOS pada fasilitas pejalan kaki menggunakan peraturan Tata Cara Perencanaan Fasilitas Pejalan Kaki di Kawasan Perkotaan (Departemen Pekerjaan Umum Direktorat Jenderal Bina Marga Direktorat Bina Teknik /No:011/T/Bt/1995) dan untuk penentuan LOS arus lalu lintas menggunakan MKJI 1997. Dari analisa yang telah dilakukan diketahui LOS pada trotoar di depan BINUS adalah B dengan arus per 15 menit (V15) sebesar 1,25 ped/menit/ft, ruang pejalan kaki sebesar 35,96 ft2 /ped dan LOS trotoar di seberang BINUS adalah B dengan arus per 15 menit (V15) sebesar 1,39 ped/menit/ft, ruang pejalan kaki sebesar 35,05 ft2 /ped. Sementara itu, LOS arus lalu lintas di lokasi tersebut adalah E dengan DS sebesar 0,94 dengan kecepatan rata-rata ruang sebesar 8,56 smp/jam. Hasil evaluasi juga mendapatkan fasilitas penyeberangan yang ada tidak mencukupi karena volume pejalan kaki yang cukup tinggi sehingga perlu digantikan dengan pelican dengan lapak tunggu.
