Abstract
This research was motivated by library leadership which was a woman who produced a number of achievements for UPT which included national-level outstanding librarians, accredited libraries with A grades, produced a number of service innovations, and superior library programs. With a number of achievements shows the success of a leader in empowering human resources in the library. Therefore, a study was prepared with the aim of describing the competence and role of the library leader in the dynamics of organizational communication. This is because organizational success is determined by organizational communication. This study uses a qualitative approach with descriptive methods, with data collection techniques namely interviews, observation and documentation studies. Then the data is collected, interpreted and translated according to the research topic. The results of the study show that the competence and role of library leaders influence the process of organizational communication dynamics. This is evidenced by the linkage between the types of information in leadership communication, the process of identifying needs, language styles in communication, knowledge sharing and ideas / ideas, nonverbal and verbal communication, policy communication, leadership communication media, leadership body language and leadership attitude in communicating. Especially for the dynamics of organizational communication which includes downward, upward and horizontal currents. With the existence of competencies and the role of the head of a good library leader, the dynamics of organizational communication can run well, so that organizational goals can be achieved. In addition, the head of the library tends to be dominant in carrying out regulative functions, namely the process of delivering organizational policies, basic tasks and functions, as well as staff problem solving instructions. The recommendation is that the head of the library as the leader should be able to balance organizational communication with informal language without reducing professionalism. Keywords: organizational communication, leadership competence, communication dynamics Penelitian ini dilatarbelakangi oleh kepemimpinan perpustakaan yang merupakan seorang wanita yang menghasilkan sejumlah prestasi bagi UPT yang meliputi pustakawan berprestasi tingkat nasional, terakreditasinya perpustakaan dengan nilai A, menghasilkan sejumlah inovasi layanan, dan program unggulan perpustakaan. Dengan adanya sejumlah prestasi menunjukkan keberhasilan seorang pimpinan dalam memberdayakan sumber daya manusia di perpustakaan. Oleh karenanya, disusun penelitian dengan tujuan untuk mendeskripsikan kompetensi dan peran pimpinan perpustakaan terhadap dinamika komunikasi organisasi. Hal ini dikarenakan keberhasilan organisasi ditentukan oleh komunikasi organissi. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, dengan teknik pengumpulan data yaitu wawancara, observasi dan studi dokumentasi. Kemudian data dikumpulkan, diinterpretasikan dan dijabarkan sesuai topik penelitian. Hasil penelitian menunjukkan bahwa kompetensi dan peran pimpinan perpustakaan bepengaruh terhadap proses dinamika komunikasi organisasi. Hal ini dibuktikan dengan adanya keterkaitan antara jenis informasi dalam komunikasi pimpinan, proses identifikasi kebutuhan, gaya bahasa dalam komunikasi, knowledge sharing dan ide/gagasan, komunikasi nonverbal dan verbal, komunikasi kebijakan, media komunikasi pimpinan, bahasa tubuh pimpinan dan sikap pimpinan dalam berkomunikasi. Khusunya terhadap dinamika komunikasi organisasi yang meliputi arus ke bawah, ke atas dan horizontal. Dengan adanya kompetensi dan peran pimpinan kepala perpustakaan yang baik, maka dinamika komunikasi organisasi dapat berjalan dengan baik, sehingga tujuan organisasi dapat tercapai. Selain itu, kepala perpustakaan cenderung dominan dalam melaksanakan fungsi regulatif yaitu proses penyampaian kebijakan organisasi, tugas pokok dan fungsi, serta instruksi pemecahan masalah staf. Adapun rekomendasinya ialah kepala perpustakan sebagai pimpinan mampu seyogianya menyeimbangkan komunikasi organisasi dengan bahasa informal tanpa mengurangi profesionalisme.
