Abstract

Many industry players always try to face the competition, one of them is by procuring goods and services effectively and efficiently. The procurement process carried out by the procurement team has a large influence on the company's business profits. The procurement team evaluates the team's performance only on the financial aspects so it becomes important for the company to take appropriate performance measurements to achieve the target procurement strategy that is aligned with the company's vision, mission and strategy in the long term. The purpose of this study is to determine the performance of the procurement team and to find out the proposed improvements in order to improve its performance. In this study using performance measurement Balance Scorecard (BSC)-AHP based, by first translating the company's and procurement team’s vision and mission, determining the strategic objectives through the SWOT method, determining Key Performance Indicators (KPI) through AHP method to then measure performance so it can be concluded the proposed improvement in order to improve the performance of the procurement team. The results showed that there was a decrease of procurement team performance from 2017 to 2018, with two criteria that need to be improved are Budget usage ratio (cost saving) (KPI value 24.26%) and System usage ratio (KPI value 8.63%). In addition, it also needs to be considered and maintained other criteria as well which are Inventory turn over ratio (KPI value 21.91%),, lead time PR to PO (KPI value 12.10%), Ontime delivery (KPI value 10.74%), in order to help realize the Procurement’s vision and mission and finally the Company’s vision and mission. Keywords: Performance, Balanced Scorecard, SWOT, Analytical Hierarchy Process (AHP), Key Performance Indicators (KPI) Banyak pelaku industri selalu berusaha untuk menghadapi persaingan tersebut salah satunya dengan melakukan pengadaan barang dan jasa secara efektif dan efisien. Proses pengadaan yang dilakukan tim pengadaan besar pengaruhnya pada keuntungan bisnis perusahaan. Tim pengadaan melakukan penilaian kinerja tim hanya pada aspek keuangan dan mengabaikan aspek penting lainnya, maka menjadi penting untuk melakukan pengukuran kinerja yang tepat untuk mencapai visi dan misi pengadaan yang selaras dengan visi, misi dan strategi perusahaan dalam jangka panjang. Tujuan penelitian ini adalah untuk mengetahui kinerja tim pengadaan dan untuk mengetahui usulan perbaikan dalam rangka meningkatkan kinerjanya. Penelitian ini menggunakan metode pengukuran kinerja Balance Scorecardberbasis Analytic Hierarchy Process (AHP), dengan terlebih dahulu menterjemahkan visi-misi perusahaan dan tim pengadaan, menetapkan sasaran startegis melalui metode SWOT, menentukan prioritas Key Performance Indicator (KPI) dengan metode AHP untuk kemudian melakukan pengukuran kinerjanya sehingga dapat disimpulkan usulan perbaikan dalam rangka meningkatkan kinerja tim pengadaan. Hasil penelitian menunjukkan bahwa terjadi penurunan kinerja tim pengadaan dari tahun 2017 ke tahun 2018, dengan dua kriteria yang memberi pengaruh besar dan perlu diperbaiki adalah kriteria Budget usage ratio (Cost Saving) dan System usage ratio (bobot KPI 8.63%). Selain itu perlu juga memperhatikan dan mempertahankan kinerja kriteria lainnya yang juga memberi pengaruh yang besar antara lain Inventory turn over ratio (bobot KPI 21.91%), Lead time PR menjadi PO (Bobot KPI 12.10%) dan Ontime delivery (bobot KPI 10.74%) demi dapat membantu terwujudnya visi misi tim pengadaan dan akhirnya visi misi besar perusahaan.
