Abstract

ABSTRAK Judul : Analisis Penerapan Aktivitas Value Engineering pada Proses KPBU berdasarkan PERMEN PPN/BAPPENAS Nomor 4 tahun 2015 untuk Meningkatkan Value Added, Nama : Nurul Rahmi, NIM : 41116320065, Dosen Pembimbing : Ali Sunandar, S.ST, MT., 2018 Keterbatasan APBN dalam pembiayaan pembangunan infrastruktur yang ditetapkan dalam RPJMN 2015-2019 menyebabkan pemerintah menggunakan beberapa alternatif pendanaan, salah satunya mengunakan skema Kerjasama Pemerintah dengan Badan Usaha (KPBU). Minimnya value added menjadi bagian dari kendala untuk menarik badan usaha terlibat dalam pembangunan proyek infrastruktur berskema KPBU. Value engineering adalah salah satu metode yang biasa digunakan untuk meningkatkan nilai dari sebuah proyek melalui analisis terhadap fungsi-fungsinya. Untuk mendorong keterlibatan swasta maka perlu dilakukan analisis penerapan aktivitas value engineering pada proses tahapan skema KPBU pada proyek infrastruktur.Penelitian ini bertujuan untuk mengetahui variabel aktivitas value engineering pada proses tahapan KPBU berdasarkan peraturan menteri perencanaan pembangunan nasional nomor 4 tahun 2015 yang berpengaruh pada peningkatkan value added proyek. Metode analisis yang digunakan adalah teknik delphi. Teknik delphi adalah metode yang menggabungkan pengetahuan dan pendapat para ahli. Hasil penelitian berupa aktivitas-aktivitas yang dominan pada tahap perencanaan, penyiapan, transaksi dan pelaksanaan proyek KPBU. Kata kunci : value engineering, value added, tahapan KPBU,teknik delphi ABSTRACT Title : Analysis of Value Engineering Activities Application in PPP Phases based on Ministerial Regulation Number 4 of 2015 to Improve Value Added, Name : Nurul Rahmi, NIM : 41116320065, Lecturer : Ali Sunandar, S.ST, MT., 2018 The Limitations of the state budget in financing infrastructure development established in the RPJMN 2015-2019 led the government to use some alternative funding, one of them is by using the Public Private Partnership (PPP). The lack of value added becomes part of the obstacle to attracting the private sector involved in the construction of PPP project. Value engineering is one of the methods commonly used to improve the value of a project through analysis of its functions. To encourage private sector involvement, it is necessary to analyze the implementation of value engineering activities in PPP phases. This study aims to determine the value engineering activities in PPP phases (based on the national development planning minister's regulation number 4 of 2015) which affects the increase of value added project. The data were analyzed through questionnaire survey by delphi method. Delphi is a method that combines the knowledge and opinions of the experts. The results of this research are the dominant activities in the various phase of PPP project inculding planning, preparation, transaction and implementation.
