Abstract

The government's effort to meet housing needs in big cities with high density is the implementation of a policy to build flats. The purpose of building flats is to meet the needs of livable houses for low-income people and to create a harmonious and balanced environment. However, the obstacles faced in the construction of flats are that the quality of the buildings is below standard and the provision of facilities and infrastructure is not balanced. One of the flats in the city of Jakarta is the Tanah Abang Flat located in Central Jakarta, which was built in the middle of this dense village, a shopping center and adjacent to a densely populated residential area. The purpose of this design is to evaluate the land and redesign it by identifying the level of residential comfort based on the physical conditions of the Tanah Abang Flats. The targets to be achieved are (1) identification of the physical condition of the Tanah Abang Flats, (2) identification of the occupants' perceptions of the physical conditions of the Tanah Abang Flats and (3) identification of the level of residential comfort based on the physical conditions and perceptions of the occupants of the Tanah Abang Flats. Usaha pemerintah dalam memenuhi kebutuhan perumahan di kota – kota besar dengan tingkat kepadatan yang tinggi adalah dicanangkannya kebijakan pembangunan rumah susun. Tujuan pembangunan rumah susun adalah memenuhi kebutuhan rumah layak huni bagi masyarakat berpenghasilan rendah dan menciptakan lingkungan yang selaras dan seimbang. Namun demikian, kendala yang dihadapi dalam pembangunan rumah susun adalah kualitas bangunan berada di bawah standar serta penyediaan sarana dan prasarana kurang seimbang. Salah satu rumah susun di Kota Jakarta adalah Rumah Susun Tanah Abang yang terletak di Jakarta Pusat, yang dibangun di tengah-tengah perkampungan padat tersebut, pusat perbelanjaan dan berdekatan dengan hunian padat penduduk. Tujuan perancangan ini adalah untuk mengevaluasi lahan serta merancang ulang dengan mengidentifikasi tingkat kenyamanan hunian berdasarkan kondisi fisik Rumah Susun Tanah Abang. Sasaran yang ingin dicapai adalah (1) identifikasi kondisi fisik Rumah Susun Tanah Abang, (2) identifikasi persepsi penghuni terhadap kondisi fisik Rumah Susun Tanah Abang dan (3) identifikasi tingkat kenyamanan hunian berdasarkan kondisi fisik dan persepsi penghuni Rumah Susun Tanah Abang.
