Abstract

South Tangerang City is directly adjacent to DKI Jakarta as the capital city of Indonesia as well as the center of Indonesia's economy, thus resulting South Tangerang City being appealed for people from various regions in Indonesia to live and stay there, like Bintaro Jaya. The population growth in South Tangerang City has effected in increasing local economy. Now,shopping centers are increasingly crowded with visitors that effected busy mobility. This has an impact on the availability of parking space for vehicles and the density of roads. One of affected shopping center is Plaza Bintaro Jaya, on Bintaro Utama 3A Roads. To predict parking demand, the parking characteristics results is evaluated, including parking capacity, parking volume, parking angle, parking accumulation, parking index and PTO along with parking type. For density of roads, This analysis study used the method of Manual Kapasitas Jalan Indonesia (MKJI) in 1997 which will determine the performance of roads such as capacity, speed and degree of saturation. Data was obtained by conducting a survey of the volume of Bintaro Utama 3A roads during peak hours on weekdays and holidays. The results of the largest parking accumulation analysis occurred on Sunday, January 5 th, 2020, as many as 270 vehicles occurred between 03.00 - 03.59 PM. The largest average parking duration is 5 hours. The largest vehicle parking index occurred on Sunday, January 5, 2020 at 90.00%. The largest Parking Turn Over is 5 vehicles / SRP / day. From the results of analysis performance on Bintaro Utama 3A roads, the peak traffic volume is found at 05:30 - 06:30 PM on Thursday, June 18th , 2020, a degree of saturation (DS) was 0.498 and the level of road service (LOS) was category A. Keywords: parking volume, parking accumulation, parking index, parking duration and PTO, parking needs, road sections, level of roads services, MKJI 1997 Kota Tangerang Selatan berbatasan langsung dengan DKI Jakarta sebagai ibu kota negara sekaligus pusat perekonomian Indonesia sehingga mengakibatkan Kota ini memiliki daya tarik untuk masyarakat dari berbagai daerah di Indonesia untuk tinggal dan menetap di sana, seperti Bintaro Jaya. Pertumbuhan jumlah penduduk di Kota Tangerang Selatan mengakibatkan perekonomian setempat yang semakin meningkat. Saat ini pusat – pusat perbelanjaan semakin ramai oleh pengunjung, sehingga mengakibatkan mobilitas menjadi ramai. Hal ini berdampak pada ketersediaan lahan parkir kendaraan serta kepadatan ruas jalan. Salah satunya di pusat perbelanjaan Plaza Bintaro Jaya yang berada di ruas jalan Bintaro Utama 3A. Untuk memprediksi kebutuhan parkir, maka dilakukan evaluasi dari hasil karakteristik parkir, meliputi kapasitas parkir, volume parkir, pola sudut parkir, akumulasi parkir, indeks parkir dan PTO beserta tipe parkir. Untuk kepadatan ruas jalan, Studi analisis ini menggunakan metode Manual Kapasitas Jalan Indonesia (MKJI) tahun 1997 yang akan menentukan kinerja ruas jalan seperti kapasitas, kecepatan dan derajat kejenuhan. Data didapatkan dengan cara melakukan survey terhadap volume ruas jalan Bintaro Utama 3A pada jam sibuk di hari kerja dan hari libur. Hasil analisis akumulasi parkir terbesar terjadi pada hari Minggu, 5 Januari 2020 sebanyak 270 kendaraan terjadi antara pukul 15.00 – 15.59. Durasi rata-rata parkir terbesar adalah 5 jam. Indeks Parkir kendaraan mobil terbesar terjadi pada hari Minggu sebesar 90,00 %. Parkir turn over terbesar adalah 5 kendaraan/SRP/hari. Dilihat dari analisis kinerja ruas jalan Bintaro Utama 3A didapatkan volume lalu lintas terpuncak terjadi pada pukul 17:30 – 18:30 hari Kamis 18 Juni 2020 dan memiliki nilai Derajat Kejenuhan (DS) sebesar 0,498 dan tingkat pelayanan jalan (LOS) termasuk kategori A.
