Abstract

Engineers estimate is the calculation of the cost for a package of construction work carried out by a Planning Consultant / Designer or a person who has the ability to calculate the cost of a construction work and the contract value is the value of the work done by the contractor based on an agreement, a work order between the employer (party I) with the recipient of the work (party II) within a certain period and certain amount of costs. This study discusses the existence of a cost deviation between the estimated engineer value and a sizable contract value on the construction work of the Bank Indonesia Representative Office Building in Southeast Sulawesi Province which resulted in the realization / absorption of the budget in 2018 not being achieved and a change in the value of the development budget in 2019-2020. The purpose of this study is to get the estimated deviation value of engineers estimate with the contract value, especially in the field of structural and architectural work because of the large number of work items that are deviated, get the work items that make the engineers estimate the value greater and smaller than the contract value in the field of structural work and architecture and get the components that affect the difference in the value of engineers estimate with the value of the contract. This research was conducted by comparing engineers' calculations with the contract value starting from the comparison of recapitulation of costs, details of work by grouping the same / similar work items, analyzing unit price of work and unit price of materials / wages. From the results of this study indicate that the deviation calculation engineers estimate the cost with a contract value of Rp.38,823,000,000, or of 16.29%. In the structural work, an engineer value is estimated at Rp.39,249,907,206 while in the contract value is Rp.43,914,040,237 and there is a cost deviation of Rp.- 4,664,133,031 or a deviation weighting of -2,368% (engineers estimate <contract value) , and for architectural and facade works, engineers estimated the value of Rp.60,329,978,816 while the contract value was Rp.46,392,180,122 and there was a cost deviation of Rp.13,937,798,695 or a deviation weight of 7.076%. Structural and architectural work items that make engineers estimate> contract value are steel profile work and bianco delomiti type granite tile work with dry system installation, while structural and architectural work items that make engineers estimate <contract value are reinforced concrete floor work with the quality of the K-500 follows the integral and lightweight concrete brick wall mounting work. The components that make the difference between the engineers' estimate and the contract value are the Analysis of the Price of the Work Unit (AHSP) of each work, the price of materials and the price of wages. Engineers estimate adalah perhitungan biaya untuk suatu paket pekerjaan konstruksi yang dilakukan oleh Konsultan Perencana/ Perancang atau orang yang memiliki kemampuan dalam menghitung biaya suatu pekerjaan konstruksi dan nilai kontrak adalah nilai pekerjaan yang dikerjakan oleh pihak pemborong berdasarkan surat perjanjian, surat perintah kerja antara pihak pemberi pekerjaan (pihak I) dengan penerima pekerjaan (pihak II) dalam jangka waktu tertentu dan jumlah biaya tertentu. Pada penelitian ini membahas mengenai adanya deviasi biaya antara nilai engineers estimate dengan nilai kontrak yang cukup besar pada pekerjaan pembangunan Gedung Kantor Perwakilan Bank Indonesia Provinsi Sulawesi Tenggara yang mengakibatkan realisasi / penyerapan anggaran pada tahun 2018 tidak tercapai serta perubahan nilai anggaran pembangunan di tahun 2019-2020. Tujuan dari penelitian ini adalah mendapatkan nilai deviasi perhitungan engineers estimate dengan nilai kontrak khususnya pada bidang pekerjaan struktur dan arsitektur karena banyaknya butir pekerjaan yang mengalami deviasi, mendapatkan butir pekerjaan yang menjadikan nilai engineers estimate lebih besar dan lebih kecil dari nilai kontrak pada bidang pekerjaan struktur dan arsitektur serta mendapatkan komponen-komponen yang mempengaruhi perbedaan nilai engineers estimate dengan nilai kontrak. Penelitian ini dilakukan dengan cara melakukan perbandingan perhitungan engineers estimate dengan nilai kontrak dimulai dari perbandingan rekapitulasi biaya, rincian pekerjaan dengan pengelompokkan butir pekerjaan yang sama/ sejenis, analisa harga satuan pekerjaan dan harga satuan bahan / upah. Dari hasil penelitian ini menunjukkan bahwa deviasi perhitungan biaya engineers estimate dengan nilai kontrak adalah sebesar Rp.38.823.000.000,- atau sebesar 16,29%. Pada pekerjaan struktur, didapatkan nilai engineers estimate sebesar Rp.39.249.907.206 sedangkan dalam nilai kontrak sebesar Rp.43.914.040.237 dan terdapat deviasi biaya sebesar Rp.- 4,664.133.031 atau bobot deviasi sebesar -2,368% (nilai engineers estimate < nilai kontrak), dan untuk pekerjaan arsitektur dan fasade, didapatkan nilai engineers estimate sebesar Rp.60.329.978.816 sedangkan dalam nilai kontrak sebesar Rp.46.392.180.122 dan terdapat deviasi biaya sebesar Rp.13.937.798.695 atau dengan bobot deviasi sebesar 7,076%. Butir pekerjaan struktur dan arsitektur yang menjadikan nilai engineers estimate > nilai kontrak adalah pekerjaan baja profil dan pekerjaan granit tile tipe bianco delomiti dengan pemasangan sistem kering, sedangkan butir pekerjaan struktur dan arsitektur yang menjadikan nilai engineers estimate < nilai kontrak adalah pekerjaan plat lantai beton bertulang dengan mutu K-500 berikut integral dan pekerjaan pemasangan dinding bata beton ringan. Komponen-komponen yang menjadikan perbedaan nilai engineers estimate dengan nilai kontrak tersebut yaitu Analisa Harga Satuan Pekerjaan (AHSP) masing-masing pekerjaan, harga bahan/ material dan harga upah.
