Abstract

In the implementation of construction work, there is often a mismatch between the RAB or the Budget Plan and the actual costs. Actual costs or actual costs incurred could be lower than the RAB, or on the contrary, the actual costs could be higher than the RAB. This is what needs to be considered in making the budget plan. The financial gain that the contractor gets depends on his ability to estimate costs. Cost estimates play an essential role in project implementation to plan and control material resources, labor, services, and time. A basic calculation tool is needed to increase the efficiency and effectiveness of building and construction activities in the construction sector, including BOW, SNI, and Modern analysis, to get an efficient, realistic, and accountable cost budget. From the calculation of the unit price analysis with three different methods, the amount of Rp. 1,941,943.40 for BOW analysis, Rp. 1,695,101.10 for SNI analysis, and Rp. 1,509,219.52 for Modern analysis. The total cost from the calculations that have been done and the estimated cost budget results are Rp. 6.882.247.409,60 for the BOW analysis method, Rp. 5.348.674.151,19 for the modern analysis method, Rp. 6.007.438.298,40 for the SNI analysis method. The difference from the actual cost with the three analyzes is the BOW analysis method, which produces a 19% value than the actual cost, and the difference is Rp. 1,115,747,997. Furthermore, the Modern analysis method yields a -7% less value than the actual cost, and the difference is Rp. 417,825,260. Moreover, the last one is the SNI analysis, which results in a value of 4% greater than the actual cost, and the difference is Rp. 240,938,886. So for the analysis method that should be used is the SNI analysis, which only produces a difference of 4%. The difference is minimal compared to the BOW and SNI analyzes. Keywords: Unit Price Analysis, BOW, SNI, Modern Dalam pelaksanaan pekerjaan konstruksi seringkali terjadi ketidaksesuain antara RAB atau Rencana Anggaran Biaya dengan realisasi biaya yang dikeluarkan. Realisasi biaya atau biaya aktual yang dikeluarkan bisa menjadi lebih rendah dari RAB atau justru sebaliknya biaya aktual menjadi lebih tinggi dari RAB. Hal inilah yang perlu diperhatikan dalam membuat RAB. Keuntungan finansial yang diperoleh kontraktor tergantung pada kecakapannya membuat perkiraan biaya. Perkiraan biaya memegang peranan penting dalam penyelenggaraan proyek untuk merencanakan dan mengendalikan sumber daya material, tenaga kerja, pelayanan maupun waktu. Untuk meningkatkan efisiensi dan efektivitas kegiatan pembangunan gedung dan bangunan di bidang konstruksi, diperlukan suatu sarana dasar perhitungan diantaranya analisa BOW, SNI dan Modern. Untuk mendapatkan anggaran biaya yang efisien, realistis dan dapat dipertanggung jawabkan. Dari perhitungan analisa harga satuan dengan 3 metode berbeda didapatkan jumlah sebesar Rp. 1,941,943.40 untuk analisa BOW, Rp. 1,695,101.10 untuk analisa SNI, dan Rp. 1,509,219.52 untuk analisa Modern. Total biaya dari perhitungan yang telah dilakukan maka diperoleh hasil estimasi anggaran biaya sebesar Rp. 6.882.247.409,60 untuk metode analisa BOW, Rp. 5.348.674.151,19 untuk metode analisa cara modern, Rp. 6.007.438.298,40 untuk metode analisa SNI. Selisih dari biaya aktual dengan ketiga analisa tersebut adalah metode analisa BOW menghasilkan nilai yang 19% lebih besar dari biaya aktual dan selisih nya sebesar Rp. 1,115,747,997. Selanjutnya adalah metode analisa Modern menghasilkan nilai yang -7% lebih kecil dari biaya aktual dan selisihnya sebesar Rp. 417,825,260. Dan yang terakhir adalah analisa SNI yang menghasilkan nilai 4% lebih besar dari biaya aktual dan selisihnya sebesar Rp. 240,938,886. Maka untuk metode analisa yang sebaiknya digunakan adalah Analisa SNI yang hanya menghasilkan selisih 4%, selisih tersebut sangat kecil dibandingkan dengan analisa BOW dan SNI.
