Abstract

West Jakarta has a land area of around 129.5km2 and a population of 2,463,560 people (2016). Public transportation in the Jakarta city area is very diverse, including: taxis, buses, metro mini, Kopaja, Transjakarta, and vehicles based online, causing traffic congestion. For example the conditions on the fork in the Kebayoran Lama street - Palmerah Barat street. Congestion at this point is caused by several factors, including many heavy vehicles passing and public transportation that stop emptying around intersections, processing data in the form of primary data and secondary data using the Indonesian Road Capacity Manual (MKJI 1997). From the results of the analysis, the results of the signalized intersection can be obtained on the Kebayoran Lama Highway and Palmerah Barat street, West Jakarta. It is known that the greatest degree of saturation is in the southern approach code which is 1.44 as well as the average value of intersection delay of 282.27 seconds / smp morning, Eastern approach is 1.03 with a mean intersection delay of 84.35 second/smp and North approach 1.21 with an average intersection delay value of 356.67 second /smp. Furthermore, I made an alternative solution with adjustment of cycle time so that it has a service level (LOS), namely F for morning, E for afternoon, and F for afternoon but there was a decrease in delay per vehicle between 96.48 - 111.46 second/vechile for morning and evening, while for the peak hour of the afternoon 38.18 seconds / vehicle. Alternative II recalculates the signal phase and prohibits heavy vehicles passing during rush hour so that the average delay of intersections becomes Jakarta Barat memiliki luas daratan sekitar 129,5km2 serta populasi total 2,463,560 jiwa (2016). Trasnportasi umum yang terdapat di wilayah kota jakarta sangat beragam, antara lain: taksi, bus, metro mini, kopaja, transjakarta, dan Kendaraan berbasis online, sehingga menimbulkan kemacetan jalan raya. Sebagai contoh kondisi di jalan pertigaan pada Jalan Raya Kebayoran Lama – Jalan Palmerah Barat. Kemacetan di titik ini disebabkan karena adanya beberapa faktor, antara lain banyak kendaraan berat Melintas dan Angkutan Umum yang Berhenti Sembarangan di sekitar simpang, Pengolahan Data Berupa data Primer dan data Sekunder dengan Menggunakan Manual Kapasitas Jalan Indonesia(MKJI 1997). Dari hasil analisis di dapat hasil kinerja simpang bersinyal pada Jalan Raya Kebayoran Lama dan Palmerah Barat,Jakarta Barat. Diketahui bahwa derajat kejenuhan terbesar ada pada kode pendekat Selatan yaitu 1,44 demikian juga nilai tundaan simpang rata – rata sebesar 282,27 det/smp pagi hari, pendekat Timur yaitu 1,03 dengan nilai tundaan simpang rata – rata 84,35 det/smp siang hari dan pendekat Utara 1,21 dengan nilai tundaan simpang rata – rata sebesar 356,67 det/smp. Selanjutnya dilakukan alternatif solusi I dengan penyesuaian waktu siklus sehingga memiliki tingkat pelayanan (LOS) yaitu F untuk pagi, E untuk siang, dan F untuk sore namun ada penurunan pada tundaan per kendaraan antara 96,48 – 111,46 det/kend untuk jam puncak siang dan sore, sedangkan untuk jam puncak siang 38,18 detik/kend. Alternatif II menghitung ulang fase sinyal dan membuat larangan kendaraan berat melintas pada jam sibuk sehingga tundaan rata – rata simpang menjadi 33,32 – 80,10 det/kend.
