Abstract

Jakarta has a total land area of 661.52 km2 and a total population of 10.3777 million inhabitants (2017). Trasnportasi that are common in urban areas Jakarta very diverse, including: taxis, buses, minibuses, kopaja, Transjakarta, and motorcycle online, causing highway congestion. For example the conditions on the road-junction at Jalan Kebun Jeruk Raya - Kemanggisan Jalan Raya. Congestion at this point due to its presence there of several factors, among others, its many visitors car park their vehicles in the street, plus the online motorcycle taxi driver parked on the shoulder of the road made it halfway is used as a parking lot For data collection required primary and secondary data. Primary data is by way of geometric surveys, traffic volume, time of traffic lights, the vehicle's speed. Secondary data consists of the location of research, statistical data of population, traffic growth. The data obtained are used to analyze the segments and the intersection of performance by using the Indonesian Highway Capacity Manual Method (MKJI 1997). From the analysis can result in performance signalized intersection at Jalan Kebun Jeruk Raya - Kemanggisan Jalan Raya Jakarta Barat. It is known that the greatest degree of saturation is in west ie 2,07 closers code as well as the intersection of the delay is the average - average of 30.73 det / smp morning, north closers is 1.38 with the intersection of the delay is the average - average 139.07 sec / smp during the day and closers southern intersection of the delay is 0.66 with the average - average of 363.96 det / smp. Furthermore, the alternative solutions I with a cycle time adjustments so that it has a level of service (LOS) is E for the morning, F for lunch, and F for the afternoon but there was a decrease in delays per vehicle between 113.67 to 120.15 sec / veh for peak hours afternoon and evening, while for the morning peak hours has increased after the change of cycle time is 44, 77 sec / veh. Alternative II recalculate the phase of the signal and a ban on heavy vehicles crossing during rush hour so that the delay is the average - average intersection be 35.97 to 88.46 sec / veh. Keywords : Intersection, Ruas, Delay, Service Level Simpang. Jakarta memiliki luas daratan sekitar 661,52 km2 serta populasi total 10.377.700 jiwa (2017). Trasnportasi umum yang terdapat di wilayah kota jakarta sangat beragam, antara lain: taksi, bus, metro mini, kopaja, transjakarta, dan ojek online, sehingga menimbulkan kemacetan jalan raya. Sebagai contoh kondisi di jalan pertigaan pada Jalan Kebun Jeruk Raya – Jalan Kemanggisan Raya. Kemacetan di titik ini disebabkan karena adanya beberapa faktor, antara lain banyak nya mobil pengunjung memarkir kendaraannya di pinggir jalan, ditambah lagi pengemudi ojek online memarkir kendaraannya di bahu jalan membuat setengah jalan digunakan sebagai tempat parkir Untuk pengumpulan data diperlukan data primer dan sekunder. Data primer yaitu dengan cara survei geometrik, volume lalu lintas, waktu lampu lalu lintas, kecepatan kendaraan. Sedangkan data sekunder terdiri dari lokasi penelitian, data statistik jumlah penduduk, pertumbuhan lalu lintas. Data-data yang didapat digunakan untuk menganalisis ruas dan kinerja simpang tersebut dengan menggunakan Metode Manual Kapasitas Jalan Indonesia ( MKJI 1997 ). Dari hasil analisis di dapat hasil kinerja simpang bersinyal pada Jalan Kebun Jeruk Raya – Jalan Kemanggisan Raya Jakarta Barat. Diketahui bahwa derajat kejenuhan terbesar ada pada kode pendekat barat yaitu 2,07 demikian juga nilai tundaan simpang rata – rata sebesar 30,73 det/smp pagi hari, pendekat utara yaitu 1,38 dengan nilai tundaan simpang rata – rata 139,07 det/smp siang hari dan pendekat selatan 0,66 dengan nilai tundaan simpang rata – rata sebesar 363,96 det/smp. Selanjutnya dilakukan alternatif solusi I dengan penyesuaian waktu siklus sehingga memiliki tingkat pelayanan (LOS) yaitu E untuk pagi, F untuk siang, dan F untuk sore namun ada penurunan pada tundaan per kendaraan antara 113,67 – 120,15 det/kend untuk jam puncak siang dan sore, sedangkan untuk jam puncak pagi mengalami kenaikan setelah dilakukan perubahan waktu siklus yaitu 44,77 det/kend. Alternatif II menghitung ulang fase sinyal dan membuat larangan kendaraan berat melintas pada jam sibuk sehingga tundaan rata – rata simpang menjadi 35,97 – 88,46 det/kend. Kata kunci : Simpang Bersinyal, Ruas, Tundaan, Tingkat Pelayanan Simpang.
