Abstract

The higher growth of vehicle demands in comparison to infrastructure (or road) availability in Indonesia, West Jakarta in particular, has long caused road overcapacity, leading up to heavy congestion in the certain area, in this case on Jl. Rawa Belong Raya-Jl. KH Syahdan. Congestion is also exacerbated by high activities in the vicinities such as street vendors and passerby, resulting in the roads being improperly accommodative thus further declining the road capacity and causing long delays along the intersections. Furthermore, the absence of traffic signage or locally known as Alat Pemberi Isyarat Lalu Lintas (APILL) coupled with driving behavior are also believed to be contributors to the heavy congestion. Therefore, a research about road intersection performance monitoring/ measuring is highly needed. This research is aiming to analyze road capacity and performance of uncontrolled intersection located on Jl. Rawa Belong Raya- West Jakarta by exercising 1997’s Indonesia’s road capacity manual (MKJI) as the analytical/ theoretical guidance that also serves as alternative solution for possible signage (APILL) installation. Subsequently, the result of data processing is represented by section performance comprising of traffic flow, capacity, speed and degree of saturation. In addition, intersection performance is reflected by traffic volume, capacity, and degree of saturation, delays and the possibility of queues. Based on the analysis, the degree of saturation level on Jl. Rawa belong Raya- Jl. KH Syahdan section clocks in below 0,85 during peak hours with Level of Service equal to A to C. Meanwhile for intersection, Value of Queue Presentage came in over 80% during peak hours with average Delays of 23 det/smp for morning peak hour. Furthermore, a 12,50 det/smp Delays for midday/ afternoon peak hour and 33,60 det/smp Delays for evening peak hour with Level of Service equal to C to E, indicating vehicular congestion, interrupted traffic flow, and heavy traffic density. Pertumbuhan sarana transportasi di Indonesia khususnya di kota Jakarta Barat lebih cepat dibandingkan prasarananya sehingga menyebabkan ketidakseimbangan yang berujung pada masalah kepadatan lalu lintas di beberapa sudut kota, salah satunya yaitu pada simpang Jalan Rawa Belong Raya – Jalan K.H Syahdan. Selain itu pada simpang tiga lengan ini, terdapat tingginya aktifitas pengguna jalan maupun hambatan samping berupa pejalan kaki serta adanya pedagang kaki lima di sekitar juga menyebabkan kapasitas simpang tersebut berkurang serta menimbulkan antrian panjang pada persimpangan. Tidak adanya Alat Pemberi Isyarat Lalu Lintas (APILL) serta perilaku pengemudi kendaraan yang kurang akan pemahaman dalam berlalu lintas di simpang juga turut menyebabkan kepadatan pada simpang ini, sehingga perlu dilakukan kajian terhadap kinerja ruas dan simpang. Penelitian ini bertujuan untuk menganalisis kinerja ruas jalan dan simpang tak bersinyal Jalan Rawa Belong Raya – Jakarta Barat dengan menggunakan Manual Kapasitas Jalan Indonesia (MKJI) tahun 1997 sebagai pedoman untuk kemudian memberikan alternatif pemecahan masalah maupun kemungkinan untuk pemasangan Alat Pemberi Isyarat Lalu Lintas (APILL). Hasil pengolahan data berupa kinerja ruas seperti arus, kapasitas, kecepatan dan derajat kejenuhan. Dan kinerja simpang seperti volume, kapasitas, derajat kejenuhan, tundaandan peluang antrian. Dari hasil analisis, untuk ruas Jl. Rawa Belong Raya – Jl. KH. Syahdan menghasilkan nilai Derajat Kejenuhan dibawah 0,85 untuk setiap jam puncak dengan Tingkat Pelayanan setara A hingga C. Sedangkan untuk simpang, nilai Peluang Antrian lebih dari 80% untuk setiap jam puncak. Serta nilai Tundaan rata-rata adalah 23 det/smp untuk jam puncak pagi, 12,50 det/smp untuk jam puncak siang, dan 33,50 det/smp untuk jam puncak sore dengan Tingkat Pelayanan untuk simpang adalah setara C hingga E dimana simpang terjadi antrian kendaraan, arus tertahan serta kepadatan lalu lintas yang tinggi.
