Abstract

In order to implement the implementation of policies that are aligned with the community. Media relations with government agencies are considered important in creating perceptions, as well as the benchmark of successful political communication with the community. But practice there are still some institutions that are difficult to build such a relationship, as happened in the DPR RI (People's Representative Council of the Republic of Indonesia) in communications policy LAW No 2 year 2018 on MD3. In the LAW there are several articles that become the spotlight and controversy in the middle of the media and society. Like article 122k which says anyone who degrading the HOUSE will be sentenced, article 245 paragraph 1 that mentions the HOUSE can not be punished without the permission of MKD (Court of Honor Council), and article 73 related to the DPR has the right to call the force of each person with Police assistance. Those three chapters that lead to controversy and public skepticism on the DPR's reputation To view the issues that occurred in the policy, researchers use public policy analysis. Randall B. Ripley model as part of the policy communication process analyzers, ranging from agenda setting, formulation, implementation, and evaluation and the concept of media relations as part of the success process of public policy. So it can be known what is the core problem. This research uses qualitative research methods with a case study approach, so as to be described the phenomenon and context of implementation of DPR media relations in the communications policy LAW No. 2 of 2018 on MD3. Researchers have also interviewed the head and the news bureau team, as well as the chairman of the parliamentary journalist organization, and combined the results with data/documents supporting as part of the data analysis technique. The results explained, that the communication efforts of the establishment and implementation of the policy LAW No 2 year 2018 about MD3 has been jammed since the beginning, it is motivated by the communication pattern of the DPR did not go well. Many miss communication between factions during the formation process. Starting from the agenda setting, the formulation of legitimacy negotiations with the DPD and the Government, implementation, and evaluation. In addition, the role of the Bureau of the Parliament of Representatives as PR (public relations) DPR has not been working properly, it is backed by three factors, namely 1) administrative work system, 2) dualism Resource Content Media, and 3) placement Pressroom as the dominant news bureau associate. So the DPR needs to revisit its performance in order to maintain the institution's good name. Keywords: media relations, public policy analysis, Randall B. Ripley, DPR RI Agar dapat terlaksananya implementasi kebijakan yang selaras dengan masyarakat. Hubungan media dengan lembaga pemerintah dianggap penting dalam menciptakan persepsi, serta tolak ukur suatu keberhasilan komunikasi politik dengan masyarakat. Namun praktiknya masih ada beberapa lembaga yang sulit membangun hubungan tersebut, seperti yang terjadi pada DPR RI (Dewan Perwakilan Rakyat Republik Indonesia) dalam mengkomunikasi kebijakan UU No 2 Tahun 2018 tentang MD3. Dalam UU tersebut terdapat beberapa pasal yang menjadi sorotan dan kontroversi di tengah media dan masyarakat. Seperti Pasal 122k yang mengatakan siapapun yang merendahkan martabat DPR akan dipidana, Pasal 245 ayat 1 yang menyebutkan DPR tidak dapat dipidana tanpa izin MKD (Mahkamah Kehormatan Dewan), dan Pasal 73 terkait DPR berhak memanggil paksa setiap orang dengan bantuan Kepolisian RI. Ketiga pasal itulah yang lantas menimbulkan kontroversi dan skeptis publik terhadap reputasi DPR Untuk melihat permasalahan-permasalahan yang terjadi pada kebijakan tersebut, peneliti menggunakan analisis kebijakan publik. model Randall B. Ripley sebagai bagian dari unit analisa proses komunikasi kebijakan, mulai dari agenda setting, formulasi, implementasi, dan evaluasi serta konsep relasi media sebagai bagian dari proses keberhasilan kebijakan publik. Sehingga dapat diketahui apa yang menjadi inti permasalahan. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, sehingga dapat dideskripsikan fenomena dan konteks pelaksanaan relasi media DPR dalam komunikasi kebijakan UU No 2 Tahun 2018 tentang MD3. Peneliti juga telah mewawancarai Kepala dan tim Biro Pemberitaan, serta Ketua Organisasi Wartawan Parlemen, dan mengkombinasikan hasilnya dengan data/dokumen yang mendukung sebagai bagian dari teknik analisis data. Hasil penelitian menjelaskan, bahwa upaya komunikasi pembentukan dan pengimplementasian kebijakan UU No 2 Tahun 2018 tentang MD3 sudah macet sejak awal, hal itu dilatarbelakangi dari pola komunikasi DPR tidak berjalan dengan baik. Banyak miss komunikasi antar fraksi saat proses pembentukan. Mulai dari agenda setting, formulasi legitimasi negosiasi dengan DPD dan Pemerintah, implementasi, dan evaluasi. Selain itu, peran Biro Pemberitaan DPR sebagai PR (public relations) DPR ternyata belum berjalan dengan baik, hal itu dilatarbelakangi oleh tiga faktor, yakni 1 ) Sistem Kerja yang Bersifat Administratif, 2) Dualisme Resource Content Media, dan 3) Penempatan Pressroom sebagai Rekanan Biro Pemberitaan yang mendominasi. Sehingga DPR perlu berbenah kembali kinerjanya demi menjaga nama baik lembaga. Kata Kunci: relasi media, analisis kebijakan publik, Randall B. Ripley, DPR RI
