Abstract
In the process of developing waterfront areas basically is a very complex problem in an urban area, namely the existence of differences in development between public interests and private interests from the orientation of the development of functions of public space to the function of property. The development of public space is a development that is oriented towards the welfare of the wider community while the development of the property function is oriented to the benefits of some parties. Therefore an effort to protect waterfront areas as a free public space in the construction process requires cooperation and unity of vision from various parties, namely the community, government and the private sector to realize the character of the waterfront area so that it can be utilized maximally by several stakeholders. Keyword : Devlopment, Waterfront Pada proses pengembangan kawasan tepi air pada dasarnya merupakan permasalahan yang sangat kompleks di suatu kawasan perkotaan yaitu adanya perbedaan pengembangan antara kepentingan publik dan kepentingan swasta dari orientasi pengembangan fungsi ruang publik menjadi fungsi properti. Pengembangan ruang publik merupakan pengembangan yang di orientasikan kepada kesejahteraan masyarakat luas sedangkan pengembangan fungsi properti berorientasi kepada keuntungan sebahagian pihak. Oleh sebab itu usaha untuk melindungi kawasan tepi air sebagai ruang publik yang terbebas dalam proses konstruksi diperlukan adanya kerjasama dan kesatuan visi dari berbagai pihak yaitu masyarakat, pemerintah dan swasta untuk mewujudkan karakter kawasan tepi air sehingga dapat dimanfaatkan secara maksimal oleh beberapa stakeholder yang ada.
