Abstract

The Indonesian government policy had to accelerate the infrastructures sector is expected to boost economic growth. Indonesia's economic growth in the first quarter 2017 is predicted at 5.0 percent. However it is still considered to be insufficient, particularly because Indonesia needs a growth of at least 7 percent in order to become a developed country by 2025. Design-Build/D-B (Rancang-Bangun) in construction project as part of Project Delivery System (PDS) is the one model that is widely known in the construction industry, particularly construction services. This model in many countries in their implementation closely related to the Construction Services procurement sector (Procurement System-PS) and Construction Contract (CC). This study discusses the relevance D-B models and CC as a series of processes in the development program funded by the Government through APBN/APBD, particularly related to the acceleration of strategic infrastructure projects in Indonesia. Discussion D-B project model and CC in this study proposed to examine whether the D-B model project and CC can accelerate the implementation of infrastructure projects in Indonesia, important factors that are relevant and the result becomes the input for the stakeholders that the purpose of the acceleration of construction/infrastructure projects, can be achieved by minimizing risk factors that will potentially arise and be a factor slowing the implementation of infrastructure projects itself. Keywords: Project Delivery System (PDS), Procurement System (PS), Design-Build/D-B, Construction Contracts (CC), National Strategic Acceleration of Infrastructure Projects. Kebijakan Pemerintah Indonesia melakukan percepatan di sektor infrastruktur diharapkan dapat memicu pertumbuhan ekonomi. Pertumbuhan ekonomi Indonesia pada kuartal I 2017 diprediksi pada 5,0 persen. Namun hal ini masih dianggap belum memadai, terutama karena Indonesia membutuhkan pertumbuhan minimal 7 persen agar dapat menjadi negara maju pada tahun 2025. Pekerjaan Konstruksi Terintegrasi Rancang-Bangun (Design-Build/D-B) sebagai bagian dari Project Delivery System (PDS) merupakan salah satu model yang dikenal luas dalam industri konstruksi, khususnya jasa konstruksi. Model ini di banyak negara dalam implementasinya terkait erat dengan sektor pengadaan (Procurement System-PS) Jasa Konstruksi dan Kontrak Konstruksi (Construction Contract-CC). Penelitian ini membahas keterkaitan model D-B dan CC sebagai satu rangkaian proses dalam program pembangunan yang dibiayai oleh Pemerintah melalui APBN/APBD, khususnya terkait percepatan proyek konstruksi/infrastruktur strategis di Indonesia. Pembahasan proyek model D-B dan CC dalam penelitian ini diajukan untuk menguji apakah proyek model D-B dan CC dapat mempercepat pelaksanaan proyek konstruksi/infrastruktur di Indonesia, faktor-faktor penting yang relevan dan hasilnya menjadi masukan bagi pemangku kepentingan (stakeholder) sehingga tujuan percepatan proyek konstruksi/infrastruktur, dapat dicapai dengan meminimalkan faktor risiko yang justru berpotensi timbul dan menjadi faktor penyebab perlambatan pelaksanaan proyek infrastruktur itu sendiri.
