Abstract
Implementation of Earned Value Method on Construction of UPBJJ-UT Sorong Office Building for Project Performance Control, Fajar Hijriyadi, 41114110090, Supervisor: Budi Santosa, ST., MT., 2018. In the project construction of UPBJJ-UT Sorong office building located at Jalan Basuki Rahmat Km 11.5 - Sorong City, West Papua, In the process of development experience delay caused by "Hak Ulayat Adat Moi" on land granted from the Government of Sorong City to the University Open that has not been paid by the City Government of Sorong to the owner of "Hak Ulayat". Therefore, the owner (Open University), in this case represented by the Technical Team of the Working Group on Procurement and Building Rehabilitation of the Open University held an evaluation meeting of the contractor's performance results in which the progress plan on the 25th week was delayed (11,849%) of the planned schedule of 35.353 %. Measurement of cost and time performance of the project is done by Earned Value analysis, in addition to direct interviews with Site Manager and supervisors from the contractors and logistics to know what factors cause the project to progress or delay work and other data required to the need for calculation by Earned Value method. Given Earned Value indicators, which are Planned Value, Earned Value and Actual Cost of the first, second, third and fourth evaluations, and the value of variant in the form of Schedule Actual Cost. It is known that the project's final project completion time is 60.72 weeks, and the final project completion cost is Rp 24,751,330,082.20 (cumulative cumulative value at the end of week / cumulative week 43) Keywords: Hak, Ulayat, Earned, Value, Performance Implementasi Metode Earned Value pada Pembangunan Gedung Kantor UPBJJ-UT Sorong untuk Pengendalian Kinerja Proyek, Fajar Hijriyadi, 41114110090, Pembimbing : Budi Santosa, ST., MT., 2018. Dalam proyek pembangunan gedung kantor UPBJJ-UT Sorong yang bertempat di Jalan Basuki Rahmat Km 11,5 – Kota Sorong, Papua Barat, Dalam proses pembangunannya mengalami keterlambatan yang diakibatkan oleh “Hak Ulayat Adat Moi” atas tanah yang dihibahkan dari Pemerintah Kota Sorong kepada Universitas Terbuka yang belum dibayarkan oleh Pemerintah Kota Sorong kepada pemilik “Hak Ulayat” tersebut. Oleh karena itu owner (Universitas Terbuka), dalam hal ini diwakili oleh Tim Teknis Pokja Pengadaan dan Rehabilitasi Bangunan Universitas Terbuka mengadakan rapat evaluasi hasil kinerja kontraktor yang mana rencana progress pada minggu ke-25 mengalami keterlambatan sebesar (11,849%) dari schedule rencana sebesar 35,353%. Pengukuran kinerja biaya dan waktu proyek dilakukan dengan analisis Earned Value, selain itu dilakukan wawancara langsung dengan Site Manager dan pengawas dari pihak kontraktor pelaksana serta logistik untuk mengetahui faktor – faktor apa saja yang menyebabkan proyek mengalami kemajuan atau keterlambatan pekerjaan serta diperlukan data – data lain untuk keperluan perhitungan dengan metode Earned Value. Diketahui indikator-indikator Earned Value, yaitu berupa Planned Value, Earned Value dan Actual Cost nilai evaluasi pertama, kedua, ketiga dan keempat, serta nilai varian yang berupa Schedule Actual Cost. Diketahui prakiraan waktu penyelesaian akhir proyek adalah 60.72 minggu, dan biaya penyelesaian akhir waktu proyek adalah Rp 24,751,330,082.20 (nilai hasil kumulatif pada tinjauan akhir/ kumulatif minggu ke 43).
