Abstract

Organizational performance in local government institutions is strongly influenced by the quality of human resources, particularly through the roles of strategic leadership, learning organization, and employee empowerment. This study aims to analyze the effects of these three factors on organizational commitment, job satisfaction, and organizational performance within the regional government offices of Banten Province, as well as to examine the mediating roles of organizational commitment and job satisfaction. A quantitative approach was applied using survey data from 281 civil servants, analyzed through the Partial Least Squares Structural Equation Modeling (PLS-SEM) method. The findings reveal that strategic leadership, learning organization, and employee empowerment significantly influence organizational commitment and job satisfaction, which in turn enhance organizational performance. Strategic leadership does not directly affect performance but exerts an indirect influence through organizational commitment. The novelty of this study lies in its integrative model that connects strategic leadership, organizational learning, and employee empowerment with organizational performance through dual mediation of commitment and satisfaction in the context of public bureaucracy. The results contribute theoretically by deepening the understanding of organizational behavior in the public sector and practically by offering a policy framework for strengthening bureaucratic reform and improving performance accountability within the Government of Banten Province. Penelitian ini bertujuan menganalisis pengaruh ketiga faktor tersebut terhadap organizational commitment, job satisfaction, dan organizational performance pada organisasi perangkat daerah Pemerintah Provinsi Banten, serta menguji peran mediasi organizational commitment dan job satisfaction. Penelitian menggunakan pendekatan kuantitatif dengan survei terhadap 281 aparatur dan analisis Partial Least Squares Structural Equation Modeling (PLS-SEM). Hasil menunjukkan bahwa strategic leadership, learning organization, dan employee empowerment berpengaruh signifikan terhadap organizational commitment dan job satisfaction, yang selanjutnya meningkatkan organizational performance. Strategic leadership tidak berpengaruh langsung terhadap kinerja, namun pengaruhnya dimediasi oleh organizational commitment. Kebaruan penelitian ini terletak pada pengujian model integratif yang menghubungkan faktor kepemimpinan strategis, pembelajaran organisasi, dan pemberdayaan pegawai terhadap kinerja birokrasi melalui komitmen dan kepuasan kerja aparatur. Temuan ini memperluas pemahaman teoritis tentang perilaku organisasi publik serta memberikan kontribusi praktis bagi penguatan reformasi birokrasi dan peningkatan akuntabilitas kinerja di Pemerintah Provinsi Banten.
