Abstract

This research was made to know the News Section in taking policy in DPD RI. To know the role of DPD RI News Division in the dominant coalition of the Secretary General of DPD RI in addressing the case of Kisruh Plenary Session in the Opening Period April 2017. And to know the reasons for the Secretariat General Secretariat RI needs to be part of the dominant coalition. The method used is case study. Grunig argues that public relations practitioners usually do not have the freedom to act as professionals unless they sit as part of the strongest power holders (dominant coalition) in the organization. However, from the results of research obtained by the News Section has no authority in taking any policy. This is certainly not in line with the theory of Grunig who said that ideally public relations has direct access in taking a policy. The Role of DPD RI News Section in the Dominant Coalition of the Secretariat General of DPD RI in addressing the Confusion Case of the Plenary Session of the Opening of the April 2017 Session Period only as the executor or facilitator this happens because the Secretariat General Division of DPD RI is not included in the dominant coalition ranks. The Importance of Coverage Section becomes the dominant coalition ranks is that as the spearhead of a high institution any decision to be taken is not too long or long process, so that the news staff can move dynamically and freely in addressing a problem at hand. It can be concluded that the News Section DPD RI not in line with the theory that Grunig pointed out, because in fact the News Coverage is only as a facilitator and work on the orders of superiors. Penelitan ini dibuat untuk mengetahui Bagian Pemberitaan dalam mengambil kebijakan di DPD RI. Untuk mengetahui peran Bagian Pemberitaan DPD RI dalam koalisi dominan Sekjen DPD RI dalam menyikapi kasus Kisruh Sidang Paripurna dalam Pembukaan Masa Sidang April 2017. Serta untuk mengetahui alasan bagian Pemberitaan Sekjen DPD RI perlu menjadi bagian dari koalisi dominan. Metode yang digunakan adalah studi kasus. Grunig berpendapat, bahwa praktisi Humas biasanya tidak memiliki kebebasan untuk bertindak sebagai profesional, kecuali jika duduk sebagai bagian dari pemegang kekuasaan terkuat (koalisi dominan) di organisasi tersebut. Namun dari hasil penelitian yang didapat Bagian Pemberitaan tidak memiliki kewenangan dalam mengambil suatu kebijakan apa pun. Hal ini tentunya tidak sejalan dengan teori Grunig yang mengatakan bahwa idealnya humas memiliki akses langsung didalam mengambil suatu kebijakan. Peran Bagian Pemberitaan DPD RI dalam Koalisi Dominan Sekretariat Jenderal DPD RI dalam menyikapi Kasus Kisruh Sidang Paripurna Pembukaan Masa Sidang April 2017 yang lalu hanyalah sebagai pelaksana atau fasilitator hal ini terjadi karena Bagian Pemberitaan Sekretariat Jenderal DPD RI tidak termasuk kedalam jajaran koalisi dominan. Pentingnya Bagian Pemberitaan menjadi jajaran koalisi dominan adalah agar sebagai ujung tombak suatu lembaga tinggi setiap keputusan yang akan diambil tidaklah terlalu lama atau panjang prosesnya, sehingga staf bagian pemberitaan dapat bergerak secara dinamis dan leluasa dalam menyikapi suatu masalah yang tengah dihadapi. Dapat disimpulkan bahwa Bagian Pemberitaan DPD RI tidak sejalan dengan teori yang Grunig kemukakan, karena pada kenyataannya Bagian Pemberitaan hanyalah sebagai fasilitator dan bekerja berdasarkan perintah dari atasan.
