Abstract
Persons with disabilities are part of the people of Indonesia who have the same status, rights, obligations and roles as other Indonesians in their life and livelihood. from the verses of the Qur'an, Allah says in QS 'Abasa verses 1-10 and in Surah An-Nur verse 61 and his explanation, it is seen that the treatment of physically and psychologically disabled persons is treated the same as those with no special needs. The treatment for these individuals has their own patterns tailored to their respective needs that differ from one to another so that this research focuses on accessibility of the disabled to public buildings by taking cases of accessibility facilities facilities in public buildings at Masjid Asy-Syukur. so the question arises whether the facilities and facilities accessibility of persons with disabilities in Masjid Masjid Asy-Syukur already meet the standards of Regulation of Minister of Public Works No. 30 of 2006? as well as whether the facilities and facilities of accessibility to the disabled in the Masjid Asy-Syukur buildings already meet the needs of persons with disabilities accessibilities? The research method used is descriptive qualitative method, with survey method to get natural data from the field, the data analysis process begins by reviewing all available data from various sources, ie from observation, interview and documents related to research such as personal documents, official documents, and so forth. based on the results of research shows that as much as 54,31% facilities or facilities for persons with disabilities in the building Masjid Asy- Syukur is in accordance with Regulation of Minister of Public Works No.30 / PRT / M / 2006. but 45,69% is not in accordance with Regulation of Minister of Public Works No.30 / PRT / M / 2006, so it can be said in the whole that facilities or facilities of persons with disabilities in Masjid Masjid Asy-Syukur is still standardized Regulation of Minister of Public Works No.30 / PRT / M / 2006. Penyandang difabel merupakan bagian dari masyarakat Indonesia yang mempunyai kedudukan, hak, kewajiban, serta peran yang sama dengan masyarakat Indonesia lainnya dalam kehidupan dan penghidupannya. dari ayat Al-Qur’an, Allah SWT berfirman dalam QS ‘Abasa ayat 1-10 dan dalam Surah Annur ayat 61 dan penjelasannya, terlihat bahwa perlakuan terhadap penyandang disabilitas secara fisik maupun psikis diperlakukan sama dengan orang yang tidak berkebutuhan khusus. Perlakuan bagi mereka ini memiliki pola tersendiri yang disesuaikan dengan kebutuhan mereka masing-masing yang berbeda antara satu dengan yang lain sehingga penelitian ini difokuskan pada aksesibilitas disabilitas pada bangunan publik dengan mengambil kasus sarana fasilitas aksesibilitas pada bangunan publik di Masjid Asy-Syukur. sehingga muncul pertanyaan apakah fasilitas dan sarana aksesbilitas penyandang disabilitas di Masjid Asy-Syukur sudah memenuhi standar Peraturan Menteri Pekerjaan Umum Nomor 30 Tahun 2006 ? serta apakah fasilitas dan sarana aksesbilitas terhadap disabilitas pada bangunan publik Masjid Asy-Syukur sudah memenuhi kebutuhan aksesbillitas penyandang disabilitas ? Metode penelitian yang yang di gunakan adalah metode kualitatif deskriptif, dengan metode survei untuk mendapatkan data yang alamiah dari lapangan, proses analisis data dimulai dengan menelaah seluruh data yang tersedia dari berbagai sumber, yaitu dari observasi, wawancara dan dokumen-dokumen yang berhubungan dengan penelitian seperti dokumen pribadi, dokumen resmi, dan sebagainya. berdasarkan hasil penelitian menunjukan bahwa sebesar 54,31% sarana atau fasilitas untuk penyandang difabel pada bangunan Masjid Asy-Syukur sudah sesuai dengan Peraturan Menteri Pekerjaan Umum No.30/PRT/M/2006. namun 45,69% belum sesuai dengan Peraturan Menteri Pekerjaan Umum No.30/PRT/M/2006, sehingga dapat dikatakan secara keseluruhan bahwa sarana atau fasilitas penyandang difabel pada Masjid Asy-Syukur masih berstandar Peraturan Menteri Pekerjaan Umum No.30/PRT/M/2006.
