Abstract

The growth of infrastructure in this era requires construction workers to be increasingly able to complete project work effectively and efficiently. New methods of implementing construction work are developing rapidly. Every project must have different characteristics, so sometimes the same problem requires different solutions. The implementation of construction work has three main things that must be achieved and must be of great concern in monitoring, namely in terms of cost, quality and time. These three things are related to each other and influence each other. The solution in dealing with the problems of a construction project is the need for a construction management role in which a system is needed for cost management and project implementation time management so that a project can be completed on time, and the costs incurred are in accordance with the planning. This study aims to determine project performance in terms of cost and time conditions using the earned value concept method for the Innovative Development Project Cluster Program at Soegijapranata Catholic University, Semarang. The method used in this study is a qualitative method. Qualitative research is research on descriptive research and tends to use analysis. The method used is direct field observation, interviews with implementing contractors, and data processing from the field such as work drawings and basic unit prices. Based on the research results, the actual cost was Rp. 36,687,813,615 while the planned budget for the week was Rp. 38,435,424,711.05. The project performance in the form of actual progress weight issued up to that week is 29.776%, while that week is planned for 32.956%. The projected cost and time estimates at the end of the project show that the cost to complete the remaining work during that time (BETC) is Rp. 86,566,032,771.44 and the total final cost (EAC) is Rp. 123,253,846,387.21. The time needed to complete the project (SETC) is 225 days with a total time of 397 days. Due to the delay in project completion, the contractor was fined Rp. 2,840,750,000.02 so that the total final cost of the project is in accordance with the work contract amounting to Rp. 126,094,596,381.23. Keywords: Cost and Time, Fines, Earned Value, Cost Estimates, Time Estimates, Pertumbuhan infrastruktur yang sangat pesat di era ini menjadikan pelaku pekerjaan konstruksi dituntut untuk dapat semakin mampu menyelesaikan sebuah pekerjaan proyek secara efektif dan efisien. Metode – metode baru dalam pelaksanaan pekerjaan konstruksi semakin berkembang dengan pesat. Dalam setiap proyek pasti memiliki karakteristik yang berbeda, sehingga terkadang permasalahan yang sama membutuhkan penyelesaian yang berbeda. Pelaksanaan pekerjaan konstruksi memiliki tiga hal utama yang harus tercapai dan harus menjadi perhatian besar dalam pemantauan yaitu segi biaya, mutu dan waktu. Ketiga hal tersebut saling berkaitan satu sama lain dan saling mempengaruhi. Solusi dalam menangani permasalahan suatu proyek konstruksi adalah diperlukannya peranan manajeman konstruksi yang dalam pelaksanaannya diperlukan suatu sistem untuk manajeman biaya dan manajeman waktu pelaksanaan proyek agar suatu proyek dapat selesai tepat waktu, dan biaya yang dikeluarkan sesuai dengan perencanaan yang. Penelitian ini bertujuan untuk mengetahui kinerja proyek dilihat dari kondisi biaya dan waktu dengan metode earned value concept pada Proyek Pembangunan Inovative Program Cluster Universitas Katolik Soegijapranata, Semarang. Metode yang digunakan pada penelitian ini adalah metode kualitatif. Penelitian kualitatif adalah penelitian tentang riset yang bersifat deskriptif dan cenderung menggunakan analisis. Metode yang digunakan adalah dengan pengamatan langsung dilapangan, wawancara dengan kontraktor pelaksana, serta pengolahan data dari lapangan seperti gambar kerjan dan harga satuan dasar. Berdasar hasil penelitian diperoleh biaya aktual Rp. 36.687.813.615 sedangkan anggaran rencana pada minggu tersebut sebesar Rp. 38.435.424.711,05. Kinerja proyek berupa bobot progress aktual yang dikeluarkan sampai minggu tersebut adalah 29,776 % sedangkan pada minggu tersebut direncanakan sebesar 32,956 %. Proyeksi perkiraan biaya dan waktu pada akhir proyek diperoleh bahwa biaya untuk menyelesaikan sisa pekerjaan selama waktu tersebut (BETC) adalah Rp. 86.566.032.771,44 dan total biaya akhir (EAC) adalah sebesar Rp. 123.253.846.387,21. Waktu yang perlukan untuk menyelesaikan proyek (SETC) adalah 225 hari dengan total waktu 397 hari. Akibat adanya keterlambatan penyelesaian proyek maka kontraktor mendapat denda Rp. 2.840.750.000,02 sehingga total biaya akhir proyek adalah sesuai dengan kontrak pekerjaan adalah sebesar Rp. 126,094,596,381.23.
