Abstract
The design of this report system is based on mobile which is expected to be able to respond quickly to reports from the community for crime prevention, or crime and events that require fast handling such as accidents, fires, kidnappings and other forms of Incident and Accident that often occur in the community so that they are fast in reporting . This system can facilitate the authorities to find out the number, type, location of an incident or crime that often occurs at a place, and this system will be connected automatically with the police who will directly monitor reports from users who see the incident directly or Accident in a location so that it can immediately get rescue or help with a fast and appropriate response. Key words: Civilians Emergency Report, CER, Panic Button Perancangan sistem report ini berbasis mobile yang diharapkan dapat merespon cepat laporan dari masyarakat untuk penanggulangan kejahatan, atau Kriminalitas dan kejadian kejadian yang membutuhkan penanganan cepat seperti Kecelakaan, Kebakaran, Penculikan serta bentuk Incident dan Accident yang lainnya yang sering terjadi pada masyarakat sehingga cepat dalam melakukan pelaporan. Sistem ini dapat memudahkan pihak yang berwenang untuk mengetahui jumlah, jenis, lokasi suatu kejadian atau kejahatan yang sering terjadi pada suatu tempat, serta sistem ini akan terkoneksi secara otomatis dengan pihak kepolisian yang akan memonitoring langsung laporan - laporan dari user yang melihat langsung kejadian Incident atau Accident di suatu lokasi sehingga dapat segera mendapatkan penyelamatan atau pertolongan dengan respon yang cepat dan tepat.
