Abstract
Penelitian ini bertujuan untuk menganalisis Implementasi Kebijakan Penyetaraan Jabatan Struktural (JA) menjadi Jabatan Fungsional (JF) dalam upaya meningkatkan Pengembangan Karir Pegawai Badan Kebijakan Dalam Negeri (BSKDN). Peserta penelitian ini adalah mantan Pejabat Struktural Eselon III dan IV yang terkena dampak Penyetaraan Jabatan di Lingkungan BSKDN yang berjumlah 10 (sepuluh) orang. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan mengumpulkan data lapangan melalui wawancara dengan informan kunci dan partisipan, observasi objek penelitian dan studi dokumentasi sesuai dengan tema yang diteliti. Hasil penelitian menemukan bahwa BSKDN Kemendagri telah mengambil langkah-langkah untuk mewujudkan kebijakan penyetaraan jabatan, melalui sosialisasi dan fasilitasi kepada seluruh pejabat yang terkena dampak penyetaraan jabatan. Dalam proses pelaksanaan pembagian jabatan di BSKDN faktor komunikasi sudah jelas, sumber daya masih perlu penataan lebih lanjut, disposisi sebagian sudah dilaksanakan dan struktur birokrasi telah tersedia, sehingga proses pelaksanaan kebijakan penyetaraan jabatan di BSKDN dapat berjalan dengan baik. meskipun dalam prosesnya masih terdapat beberapa kendala yang memerlukan penanganan This study aims to analyze the Implementation of the Equalization Policy for Structural Positions (JA) to Functional Positions (JF) in an effort to improve the Career Development of Domestic Policy Agency (BSKDN) Employees. The participants in this study were 10 (ten) former Echelon III and IV Structural Officials who were affected by the Equalization of Positions in the BSKDN Environment. The method used in this research is descriptive qualitative by collecting field data through interviews with key informants and participants, observing research objects and studying documentation in accordance with the themes studied. The results of the study found that the BSKDN of the Ministry of Home Affairs had taken steps to realize a policy of equalization of positions, through socialization and facilitation to all officials who were affected by the equalization of positions. In the process of implementing the division of positions at BSKDN the communication factors are clear, resources still need further arrangement, partial dispositions have been implemented and the bureaucratic structure is in place, so that the process of implementing the equalization of positions policy at BSKDN can run well. although in the process there are still several obstacles that require further handling and management, especially the issue of Human Resources.
