Abstract
In achieving ease, independence and welfare of accessibility for persons with disabilities, there is a need for adequate, integrated and sustainable accessibility facilities. The importance of accessibility facilities for people with disabilities in public areas are for people with disabilities to reach a place both inside buildings and outside public buildings without obstacles and not make them feel excluded. One of the public buildings that needs to be considered is in hospital lobby. Follow-up is needed to meet the accessibility facilities for the disabled at the Lobby of Awal Bros Bekasi Hospital so that people with disabilities can feel the ease of accessing public facilities available in the hospital lobby area. The purpose of this study is to evaluate the application of existing facilities in public areas in hospitals that have provided facilities that meet the disabled accessibility standards in accordance with Minister of Public Works Regulation (Permen PU) Number 30 Year 2006 and and Minister of Public Works Regulation (Permen PU) Number 14 Year 2017. The research method used is descriptive qualitative with observation and documentation that is coming directly to the hospital and taking pictures of the conditions in the field and conducting interviews on the disabled person as a test of validity in order to get results. The results of observations carried out to get the results of the evaluation of the application of facilities in hospitals is quite good and in accordance with regulatory standards. Dalam mencapai kemudahan, kemandirian dan kesejahteraan aksesibilitas bagi penyandang difabel tunadaksa maka diperlukan fasilitas aksesibilitas yang memadai, terpadu, dan berkesinambungan. Pentingnya fasilitas aksesibilitas bagi tunadaksa di area publik adalah agar tunadaksa dapat mencapai suatu tempat baik didalam bangunan dan diluar bangunan publik tanpa hambatan dan tidak membuat mereka merasa tersisihkan. Salah satu bangunan publik yang perlu diperhatikan fasilitas aksesibilitasnya adalah Lobby Rumah Sakit. Perlu adanya tindak lanjut untuk memenuhi fasilitas aksesibilitas bagi difabel di Lobby Rumah Sakit Awal Bros Bekasi agar masyarakat difabel dapat ikut merasakan kemudahan dalam mengakses fasilitas umum yang tersedia di area lobby rumah sakit. Tujuan dari penelitian ini untuk mengevaluasi penerapan fasilitas yang ada di area publik pada Rumah Sakit sudah memberikan fasilitas yang memenuhi standar aksesibilitas difabel sesuai Peraturan Menteri Pekerjaan Umum (Permen PU) Nomor 30 Tahun 2006 dan dan Peraturan Menteri Pekerjaan Umum (Permen PU) Nomor 14 Tahun 2017. Metode penelitian yang di gunakan adalah deskriptif kualitatif dengan observasi dan dokumentasi yaitu datang langsung ke rumah sakit dan menganbil gambar kondisi dilapangan dan melakukan wawancara pada difabel tunadaksa sebagai uji validitas agar mendapatkan hasil. Hasil dari observasi yang dilakukan mendapatkan hasil evaluasi penerapan fasilitas pada rumah sakit sudah cukup baik dan sesuai dengan standar peraturan. Kata kunci: Evaluasi, Penerapan Fasilitas, Tunadaksa, Lobby Rumah Sakit, Penyandang Difabel.
