Abstract

Dengan semakin pesatnya pertumbuhan dan kebutuhan penggunaan data maka diperlukan suatu jaringan telekomunikasi yang mampu memenuhi kebutuhan tersebut yaitu dalam hal kapasitas , kualitas , mobilitas dan kecepatan . Untuk memenuhi kebutuhan tersebut maka perusahaan operator telekomunikasi dituntut untuk menggelar suatu jaringan telekomunikasi yang mempunyai kapasitas besar , kecepatan tinggi, handal dan mempunyai kualitas yang bisa memenuhi kebutuhan tersebut . Salah satu tehnologi seluler terbaru yang bisa memenuhi kebutuhan tsb adalah tehnologi LTE. Pada tesis ini dianalisa secara teknologi dan ekonomi terhadap implementasi LTE release 8 pada jaringan operator existing dengan menggunakan skenario join base station. Model analisa yang digunakan berdasarkan prinsip tekno ekonomi dengan menggunakan metoda capacity planning and coverage estimation untuk menentukan perancangan teknologi LTE serta metoda Discounted Cash Flow (DCF) untuk menganalisa secara ekonomi dan juga mengukur kelayakan biaya yang dikeluarkan untuk implementasi LTE tersebut. Model DCF yang digunakan adalah type bottom up dan parameter input yang digunakan adalah Revenue, CAPEX, OPEX dan parameter outputnya adalah Net Present Value (NPV), Internal Rate of return (IRR) dan Pay Back Period (PBP) Hasil dari penelitian diperoleh nilai NPV positif dan IRR sebesar 12.95 %, dengan nilai Pay Back Period 3 Tahun 1 Bulan. Berdasarkan hasil tersebut dapat disimpulkan bahwa implementasi jaringan berbasis Long Term Evolution (LTE) di propinsi Banten layak untuk diimplementasikan. Kata Kunci: LTE, tekno-ekonomi, coverage planning, capacity estimation, DCF, bottom up The more rapid growth and requirement of data usage then needed a telecommunication network that able to fulfill requirement that is in terms of capacity, quality, mobility and speed. To meet these needs telecommunications operators are required to deploy a telecommunication network that has a large capacity, high speed, reliable and has the quality that can meet these needs. One of the latest mobile technologies that can meet these needs is LTE technology. In this study analyzed technologically and economically to the implementation of LTE release 8 on existing operator network by using base station join scenario. The analysis model used is based on economic techno principle by using the capacity planning and coverage estimation method to determine the design of LTE technology and Discounted Cash Flow (DFC) method to analyze economically and also to measure the feasibility of cost incurred for the implementation of LTE. The DCF model used is bottom up and the input parameters used are Revenue, CAPEX, OPEX and output parameters are Net Present Value (NPV), Internal Rate of Return (IRR) and Pay Back Period (PBP) The results of the study obtained a positive NPV value and IRR of 12.95%, with Payback Period 3 Year 1 Month. Based on these results can be concluded that the implementation network based on Long Term Evolution (LTE) system in Banten province is feasible to implement.
