Abstract

Indonesia diharapkan mempercepat pengalokasian pita frekuensi sebagai salah satu strategi dalam pemanfaatan pita frekuensi. Tujuannya tersebut agar terjadi pemanfaatan blok yang tersisa pada pita frekuensi. Spektrum frekuensi radio merupakan salah satu sumber daya bidang telekomunikasi yang langka dan terbatas. Dalam hal pengalokasian pita frekuensi, pemerintah akan menyelenggarakan pelelangan. Pelelangan ini bertujuan untuk menentukan operator / perusahaan telekomunikasi mana yang dapat di berikan izin memanfaatkan pita frekuensi tersebut. Terdapat beberapa opsi makanisme pelelangan yang di selenggarakan pemerintah yaitu dengan mekanisme lelang dan mekanisme seleksi. Pada penelitian ini menjelaskan mekanisme baru dalam pelelangan yaitu dengan mekanisme hybrid. Hybrid ini adalah gabungan antara mekanisme lelang dan mekanisme seleksi. Penelitian ini menggunakan tahapan RIA (Regulator Impact Analysis) sebagai proses dan menilai dengan biaya (cost) dan manfaat (benefit) dalam penilaiannya. Kata kunci : Auction, Beauty contest, Manajemen spektrum frekuensi Indonesia is expected to accelerate the allocation of frequency band as one of strategy in utilizing frequency band. The purpose is to allow the utilization of remaining blocks in the frequency band. The radio frequency spectrum is one of the scarce and limited resources of telecommunication. In the case of frequency band allocation, the government will hold the auction. This auction is aimed at determining which carrier / telecommunication company can be licensed to utilize the frequency band. There are several auctioneering auction options that are held by the government that is by the mechanism of auction and selection mechanism. In this research explains new mechanism in auction that is with hybrid mechanism. This hybrid is a combination of auction mechanism and selection mechanism. This study uses the RIA (Regulator Impact Analysis) stage as a process and assesses its cost and benefits in its assessment. Keyword : Auction, Beauty contest, Spectrum frequency Management
