Abstract
Blanket Order is a strategy for the procurement of goods or services by making long-term agreements / contracts. When needed, goods / services must be directly supplied by vendors / contractors (or called suppliers) more quickly without going through the procurement process which usually takes a long time. The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) as the highest institution in oil and gas activities in Indonesia issued a regulation regarding the Blanket Order listed in the Work Procedure Guidelines (PTK) number 007 with a minimum collection requirement of 50% of the contract value. This resulted in the occurrence of Stock Out and Slow Moving Stock due to inadequate optimal inventory management. so that the company must pay a large amount of penalty and inventory costs. The purpose of this research is to find out which method has a more efficient total cost by comparing the company method with the Q method, the P method and the Min - max method. Based on the results of inventory calculations using the company method the total costs incurred is Rp119,184,284.65. The total cost of inventory using the Q method is Rp84,272,912.50. Method Q makes the total cost of inventory efficient by 29.29%. The total cost of inventory using the P method is Rp95,024,600.00 or 20.27% efficiency. The total cost of the Min - max inventory method was able to save 18.48% with a total value of Rp97,155,839.50. Keyword: Blanket Order, Continuous Review System (Q), Periodic Review System (P), Min-Max Blanket Order merupakan strategi pengadaan barang atau jasa dengan membuat perjanjian/kontrak jangka panjang. Ketika dibutuhkan, barang/jasa harus dapat langsung dipasok oleh vendor/kontraktor (atau disebut supplier) secara lebih cepat tanpa melalui proses pengadaan yang biasanya memerlukan waktu cukup lama. Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) selaku institusi tertinggi dalam kegiatan Migas di Indonesia mengeluarkan peraturan mengenai Blanket Order yang tertera pada Pedoman Tata Kerja (PTK) nomer 007 dengan ketentuan pengambilan minimal adalah 50% dari nilai kontrak. Hal tersebut mengakibatkan terjadinya Stock Out dan slow moving Stock akibat belum berjalannya manajemen persediaan yang optimal. sehingga perusahaan harus mengeluarkan biaya penalti dan inventory yang cukup besar. Tujuan dari penelitian ini adalah untuk mencari tahu metode apakah yang memiliki total biaya yang lebih efisien dengan membandingkan metode perusahaan dengan Metode Q, Metode P dan Metode Min – max. Berdasarkan hasil perhitungan persediaan menggunakan metode perusahaan total biaya yang dikeluarkan sebesar Rp119.184.284,65. Total biaya persediaan menggunakan metode Q didapat sebesar Rp84.272.912,50. Metode Q mengefisiensi total biaya persediaan sebesar 29,29%. Total biaya persediaan menggunakan metode P adalah Rp95.024.600,00 atau mengefisiensi sebesar 20,27%. Total biaya Metode Min - max persediaan mampu menghemat sebanyak 18,48% dengan nilai total Rp97.155.839,50.
