Abstract

In a project, cost is the main factor in the project's activities, where the contractor will estimate the cost needed to run the project so that the contractor can provide optimal bidding. In the implementation of a project, problems related to labor, wages, and materials are important things that need to be taken into account. The slightest work if not supported by a good working workforce and good quality materials, will not provide maximum and satisfactory results in a project on a residential project located in Rawa Belong area, West Jakarta contractors offer a Budget Plan (RAB) with the use of conventional steel materials on house building. The offer given by the contractor is directly approved by the owner, without checking the price offered by the contractor in advance. At its planning, the contractor takes 11 weeks for completion on items of preparatory work, ground work, and structural work. However, in its implementation, it exceeds the planning time that affects the wages of the workforce. Based on the analysis of the evaluation of the budget plan of the cost of the house type 49 m2 with budgeted cost of work performed (BCWP) Method of the total offer that has been made by the contractor on the 3-storey house project, Rawa Belong, West Jakarta which resulted in a price difference of up to Rp8,774,728.00. Keyword: Cost, Contractor Bidding, Budget Plan, BCWP Method Dalam suatu proyek, biaya menjadi faktor utama berlangsungnya kegiatan proyek, dimana kontraktor akan mengestimasi biaya yang dibutuhkan untuk menjalankan proyek sehingga kontraktor dapat memberikan penawaran yang optimal. Dalam pelaksanaan suatu proyek, masalah yang berkaitan dengan dengan tenaga kerja, upah, dan bahan merupakan hal penting yang perlu diperhitungkan. Pekerjaan sekecil apapun apabila tidak didukung dengan tenaga kerja yang berkemampuan kerja yang baik dan bahan yang bermutu baik, tidak akan memberikan hasil yang maksimal dan memuaskan dalam sebuah proyek Pada proyek rumah tinggal yang terletak didaerah Rawa Belong, Jakarta Barat kontraktor memberikan penawaran Rencana Anggaran Biaya (RAB) yang dengan penggunaan material baja konvensional pada pembangunan rumah. Penawaran yang diberikan oleh kontraktor langsung disetujui oleh owner, tanpa dicek harga yang ditawarkan oleh kontraktor terlebih dahulu. Pada perencanaannya, kontraktor membutuhkan waktu 11 minggu untuk penyelesaian pada item pekerjaan persiapan, pekerjaan tanah, dan pekerjaan struktur. Akan tetapi pada pelaksanaannya, melebihi waktu perencanaan yang mempengaruhi upah tenaga. Berdasarkan hasil analisis evaluasi rencana anggaran biaya rumah tipe 49 m2 dengan Budgeted Cost of Work Performed (BCWP) Method dari penawaran total yang telah dibuat kontraktor pada proyek rumah 3 lantai, Rawa Belong, Jakarta Barat yang menghasilkan selisih harga sampai Rp8.774.728,00.
