Abstract
The method of hotmix procurement for road construction project by e-Purchasing based on e-Catalogue is a relatively new fabrication material procurement system in Indonesia. E-Catalogue is an electronic information system that lists, types, technical specifications and prices of certain goods/services. Inclusion of prices and technical specifications of a good/service based on framework contract between the National Procurement Board (LKPP) and the Supplier/Service Provider. E-Catalogue as the basis for the Ministry/Institution/Regional Institution (K/L/D/I) to order goods/services through e-Purchasing. Before implementation of e-Catalogue and e-Purchasing, using a conventional systems. Lack of skilled human resources to operate computer applications and support equipment is a constraint faced to compete in procurement with an e-Catalogue system. Implementing electronic procurement system is not easy because of the obstacles created by different hardware or software and the diverse capabilities of users to interact with IT. The research was conducted by survey method on 34 (thirty four) respondents in DKI Jakarta from 25 (twenty five) hotmix product providers list. Survey data analyzed using SPSS and Relative Importance Index (RII) method. From the analysis result, it found the dominant factor influence the procurement of goods/services with the e-Catalogue system about knowledge e-Procurement (RII = 0.826471). There is a significant influence between the constraints of using e-Catalogue to the process of procurement of the road construction project. Keywords : E-Catalogue, SPSS, RII, hotmix, road construction, e-Purchasing, E-Procurement Metode pengadaan hotmix untuk proyek konstruksi jalan secara e-Purchasing berdasarkan e-Catalogue merupakan sistem pengadaan sarana bahan pabrikasi yang relatif baru di Indonesia. E-Catalogue adalah sistem informasi elektronik yang memuat daftar, jenis, spesifikasi teknis dan harga barang/jasa tertentu. Pencantuman harga dan spesifikasi teknis suatu barang/jasa berdasarkan pada kontrak payung antara Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP) dan Penyedia Barang/Jasa. E-Catalogue sebagai dasar bagi Kementerian/Lembaga/Satuan Kerja Perangkat Daerah/Institusi (K/L/D/I) melakukan pemesanan barang/jasa melalui e-Purchasing. Sebelum penerapan sistem e-Catalogue dan e-Purchasing, sistem pengadaan dilakukan dengan menggunakan sistem konvensional. Kurangnya sumber daya manusia yang terampil untuk mengoperasikan aplikasi komputer serta peralatan pendukung merupakan kendala yang dihadapi untuk bisa bersaing dalam pengadaan dengan sistem e-Catalogue. Implementasi sistem pengadaan online tidak mudah karena rintangan yang diciptakan oleh perangkat keras atau perangkat lunak yang berbeda dan beragam kemampuan pengguna untuk berinteraksi dengan IT. Penelitian dilakukan dengan metode survey pada 34 (tiga puluh empat) responden di DKI Jakarta dari 25 (dua puluh lima) daftar penyedia produk hotmix. Data survey dianalisis dengan menggunakan metode SPSS dan Relative Importance Index (RII). Dari hasil analisis didapatkan bahwa main faktor yang dominan memengaruhi pada kendala pengadaan barang/jasa dengan sistem e-Catalogue yaitu pengetahuan tentang sistem e-Procurement (RII = 0.826471). Terdapat pengaruh yang signifikan antara kendala penggunaan e-Catalogue terhadap proses pengadaan proyek konstruksi jalan.
