Abstract

ABSTRACT A balance scorecard is used by business organizations to measure the performance of their activities, now a balance scorecard is also used by public organizations. A Public Organization is an organization intended to provide services to public, not to seek profits. In order to be used by public organizations, a balance scorecard needs to be modified. This research was about the implementation of a balanced scorecard as the indicator of performance measurement at the Audit Board of Republic of Indonesia (BPK-RI). The purpose of this research is to know the implementation of balanced scorecards as the indicator at public organizations, especially at BPK-RI. This research was using descriptive quantitative and descriptive qualitative method. The result of this research will show that the implementation of balanced scorecards is good with score of 83.41 for the period of 2008. But performance of customer perspective (fulfilling stakeholders’ expectation) with score 55,77 indicated that outcome BPK-RI can’t give satisfaction to stakeholders. Performance in internal business process perspective (strategic drivers) showed BPK-RI efficient and effective in servicing to public. Learn – growth perspective analysis indicated a high level of employee motivation and productivity.
