Abstract

Budget submission process of project funding from the Division of Integrated Service Assurance Network Quality Management (ISANQM) need to be made later "Proposal Program Kerja" submitted as e-Justification and E-Purchase Requisition. The process of making E-Justification and E-Purchase Requisition currently using an application called OASIS. E-Purchase Requisition can not be submitted if there is a non-conformance to the available budget with the amount E-Purchase Requisition, in this case the Budget Available less than amount of E-Purchase Requisition. It requires a budget reprogramming process (redistribution or reallocation), which is the process of moving the budget in order to meet the amount E-Purchase Requisition. Budget Reprogramming process using different systems, called Business Process Management (BPM). OASIS system is not integrated with the BPM system. OASIS manage transactional budget and BPM system is static budget. The process of integration of the two systems through Back End System (manual update) by Finance Team including filing for approval. Design of BUDGET REPROGRAMMING OPEX APPLICATION intended to integrate two different systems and databases into a new application with an interface that is easier to to use, making it easier for the user to make the E-Justification and E-Purchase Requisition and also budget reprogramming becomes more effective and efficient. MERCEBUAN The design of these applications need to be supported by three things: the commitment and cooperation of the management and all the staff especially in the Division of Integrated Service Assurance Network and Quality Management (ISANQM), support information systems, and information technology as well as the completeness and accuracy of the data. Key Word: PHP, MySql, Budget Reprogramming Proses pengajuan anggaran pendanaan proyek pada Divisi Integrated Service Assurance Network Quality Management (ISANQM) perlu dibuat "Proposal Program Kerja" yang kemudian disubmit sebagai E-Justification dan E-Purchase Requisition. Proses pembuatan E-Justification dan E-Purchase Requisition saat ini menggunakan aplikasi yang disebut OASIS. Pengajuan E-Purchase Requisition tidak dapat dilakukan jika terdapat ketidaksesuain budget yang tersedia (budget available) dengan nilai (amount) E-Purchase Requisition, dalam hal ini Available Budget kurang dari Amount E-Purchase Requisition. Hal ini membutuhkan proses reprogramming budget (redistribution atau reallocation), yaitu proses pemindahan budget agar memenuhi amount E-Purchase Requisition. Proses reprogramming tersebut menggunakan sistem yang berbeda, yaitu Bussines Process Management (BPM). Sistem OASIS tidak terintegrasi dengan Sistem BPM. Budget pada Sistem OASIS bersifat transaksional (selalu berubah) sedangkan budget pada Sistem BPM bersifat statis. Proses integrasi kedua sistem tersebut dilakukan melalui Back End System (update manual) oleh Bagian Finance termasuk untuk approval pengajuan UNIVERSITAS OPEX Perancangan APLIKASI BUDGET REPROGRAMMING dimaksudkan untuk mengintegrasikan dua sistem dan database yang berbeda menjadi sebuah aplikasi baru dengan interface yang lebih mudah digunakan, sehingga mempermudah user untuk membuat E-Justification dan E-Purchase Requisition maupun reprogramming budget menjadi lebih efektif dan efisien. Perancangan aplikasi ini perlu didukung oleh tiga hal yaitu komitmen dan kerjasama manajemen dan seluruh staf khusunya di Divisi Integrated Service Assurance Network and Quality Management (ISANQM), dukungan sistem informasi, dan teknologi informasi serta kelengkapan dan keakuratan data.
