Abstract

The increasing use of information technology in election processes has encouraged the adoption of electronic voting (e-voting) systems as a more efficient alternative to conventional voting methods. However, the implementation of e-voting still faces several challenges, particularly regarding voter data security, the risk of double voting, and the potential manipulation of voting results due to inadequate authentication mechanisms and data protection. This study aims to develop a web�based e-voting system that integrates QR Code-based authentication, vote data encryption using the Advanced Encryption Standard (AES-256) algorithm, and transaction recording on a private Ethereum blockchain network based on Geth to enhance the security, integrity, and transparency of the voting process. The research employed a Research and Development (R&D) approach using the Waterfall software development model, which consists of requirements analysis, system design using Unified Modeling Language (UML) and database design, system implementation using the Django framework and Python programming language, and system evaluation through Black Box Testing. The results indicate that QR Code-based authentication effectively prevents double voting, the AES-256 algorithm successfully ensures the confidentiality of vote data through a robust encryption mechanism, and the Geth-based blockchain guarantees transaction integrity by recording immutable and verifiable hash values. Functional testing demonstrated that all system features operated according to the specified requirements. Therefore, the proposed system provides a more secure, transparent, reliable, and trustworthy e-voting process and has the potential to be implemented in various electronic election environments. Keywords—e-voting, AES-256, QR Code, blockchain, Ethereum, Geth, information security Peningkatan pemanfaatan teknologi informasi dalam penyelenggaraan pemilihan umum mendorong penerapan sistem electronic voting (e-voting) sebagai alternatif metode konvensional yang lebih efisien. Namun, implementasi e-voting masih menghadapi berbagai tantangan, terutama terkait keamanan data pemilih, risiko double voting, serta potensi manipulasi hasil pemungutan suara akibat mekanisme autentikasi dan perlindungan data yang belum optimal. Penelitian ini bertujuan mengembangkan sistem e-voting berbasis web yang mengintegrasikan autentikasi menggunakan QR Code, enkripsi data suara menggunakan algoritma Advanced Encryption Standard (AES-256), serta pencatatan transaksi pada jaringan private blockchain Ethereum berbasis Geth untuk meningkatkan keamanan, integritas, dan transparansi proses pemungutan suara. Penelitian menggunakan pendekatan Research and Development (R&D) dengan model pengembangan perangkat lunak Waterfall yang meliputi analisis kebutuhan, perancangan sistem menggunakan UML dan basis data, implementasi menggunakan framework Django dan bahasa pemrograman Python, serta pengujian melalui Black Box Testing. Hasil penelitian menunjukkan bahwa autentikasi berbasis QR Code mampu mencegah double voting, algoritma AES-256 berhasil menjaga kerahasiaan data suara melalui mekanisme enkripsi yang kuat, sedangkan blockchain Geth menjamin integritas transaksi melalui pencatatan hash yang bersifat permanen (immutable) dan dapat diverifikasi. Pengujian fungsional menunjukkan seluruh fitur berjalan sesuai spesifikasi, sehingga sistem yang dikembangkan mampu menyediakan proses e�voting yang lebih aman, transparan, andal, serta berpotensi diterapkan pada berbagai skala pemilihan elektronik.
