Abstract

Deaf individuals face difficulties in obtaining information in public spaces, particularly at railway stations. Travel information such as departure schedules, arrivals, and delays is generally delivered through audio announcements, so it cannot be received by passengers with hearing impairments. This condition creates an accessibility gap and causes deaf passengers to be less independent. Various methods have been developed to convey information to deaf passengers, such as running text, animated sign language avatars, camera-based sign gesture recognition, and Internet of Things technology. However, these methods are still limited because they rely on specialized hardware, high costs, the use of foreign sign languages, and narrow application coverage. This study proposes a web-based information system that translates text and voice announcements into Indonesian Sign Language images in real time. The system was developed using the Waterfall method, utilizing the Web Speech API, Firebase, and Vercel, along with a sign dictionary with fingerspelling A–Z and digits 0–9. Black Box testing results show that all functions operate as required, so the system is expected to improve the independence and confidence of deaf passengers. Keywords: Deaf, BISINDO, sign language, push notification, Firebase. Penyandang tunarungu kesulitan memperoleh informasi di ruang publik khususnya di stasiun kereta api. Informasi perjalanan seperti jadwal keberangkatan, kedatangan, dan keterlambatan umumnya disampaikan melalui pengumuman suara sehingga tidak dapat diterima oleh penumpang dengan gangguan pendengaran. Kondisi ini menimbulkan kesenjangan aksesibilitas dan menyebabkan penumpang tunarungu kurang mandiri. Berbagai metode telah dikembangkan untuk menyampaikan informasi kepada penumpang tunarungu, seperti teks berjalan, avatar animasi bahasa isyarat, pengenalan gerakan isyarat berbasis kamera, dan teknologi Internet Of Things. Namun, metode tersebut masih terbatas karena bergantung pada perangkat keras khusus, biaya tinggi, penggunaan bahasa isyarat asing, serta cakupan penerapan yang sempit. Penelitian ini mengusulkan sistem informasi berbasis web yang menerjemahkan pengumuman teks maupun suara menjadi gambar Bahasa Isyarat Indonesia secara real time. Sistem dikembangkan dengan metode Waterfall, memanfaatkan Web Speech API, Firebase, dan Vercel, serta kamus isyarat dengan fingerspelling A–Z dan angka 0–9. Hasil pengujian Black Box menunjukkan seluruh fungsi berjalan sesuai kebutuhan sehingga sistem diharapkan meningkatkan kemandirian dan kepercayaan diri penumpang tunarungu.
