Abstract
Transformasi digital dalam administrasi sumber daya manusia di perguruan tinggi menjadi kebutuhan penting untuk meningkatkan efisiensi dan transparansi. Universitas Mercu Buana, Jakarta, mengembangkan aplikasi SIJAKA (Sistem Kinerja Karyawan) untuk mengotomatisasi penilaian kinerja tenaga kependidikan. Namun, fenomena gap muncul dalam bentuk rendahnya literasi digital, keterbatasan integrasi data real-time, dan resistensi terhadap perubahan budaya kerja. Tujuan penelitian ini adalah mengevaluasi implementasi SIJAKA berdasarkan aspek pengalaman dan teknis pengguna, serta manfaatnya bagi kinerja organisasi, dengan mengadopsi Absorptive Capacity Theory dan metode SWOT (SO, ST, WO, WT). Penelitian ini menggunakan pendekatan deskriptif kuantitatif, dengan analisis statistik deskriptif dan SWOT. Data diperoleh melalui kuesioner berbasis skala Likert yang disebarkan kepada 24 karyawan Biro SDM Universitas Mercu Buana. Hasil penelitian menunjukkan bahwa SIJAKA memberikan dampak positif terhadap efisiensi, transparansi, dan akuntabilitas kinerja organisasi. Skor tertinggi (4,80) diperoleh pada aspek efisiensi administrasi, sedangkan skor terendah (4,25) pada integrasi data real-time. Implikasi praktis penelitian ini mencakup perlunya pelatihan intensif dan penguatan infrastruktur teknologi, sementara implikasi teoritisnya memperkaya literatur tentang digitalisasi administrasi pendidikan tinggi berbasis Absorptive Capacity Theory. Keterbatasan penelitian terletak pada integrasi analisis SWOT dan Absorptive Capacity Theory untuk mengevaluasi kesiapan Biro SDM dalam mengadopsi teknologi digital. Digital transformation in human resource administration within higher education institutions has become a critical necessity to enhance efficiency and transparency. Mercu Buana University, Jakarta, developed the SIJAKA (Employee Performance System) application to automate the performance evaluation of education personnel. However, there is a gap phenomenon consisting of low digital literacy, limited real-time integration, and resistance to changes in work culture, which hinders the adoption of this technology. The objective of this research is to evaluate the implementation of SIJAKA based on the Quality of Experience (QoE) and analyze the role of the Absorptive Capacity Theory in measuring the readiness and ability of the Human Resources Bureau (HRD) to absorb and adopt the technology. The research method uses a quantitative descriptive approach, with SWOT analysis (SO, ST, WO, WT) and data obtained through a Likert scale-based questionnaire from 24 HRD Bureau employees. The research results show that although user experience with SIJAKA is quite positive, technical challenges such as limited data integration and work culture resistance are still obstacles. SIJAKA provides significant benefits to improving the efficiency, transparency, and accountability of organizational performance. The implications of this research emphasize the need for intensive training, strengthening of technology infrastructure, and implementation of data security policies. The novelty of the research lies in the integration of the QoE concept with the Absorptive Capacity Theory to evaluate the digital system of higher education administration, which provides a new perspective in technology adoption in a higher education environment.
