Abstract
The increase in roadside activity and traffic volumes along with the development of commercial areas on Jembatan Dua Raya Road – Pangeran Tubagus Angke Road has caused several problems at signalized intersections, such as traffic congestion, long vehicle waiting times, and a high risk of accidents. Given these conditions, this study aims to evaluate traffic performance on these road sections and intersections, and to formulate recommendations for effective solutions to optimize vehicle flow. The analysis was conducted with reference to the 2023 Indonesian Road Capacity Guidelines (PKJI 2023). The performance analysis results of the Pangeran Tubagus Angke Road section show good conditions, with a degree of saturation from east to west of 0.390 and from west to east of 0.52922, placing the service level in category B. However, in contrast to the road section, the performance of the signalized intersection in the existing condition is relatively poor, with an average delay of 175.51 seconds/SMP and a service level of category F. As a solution, it is proposed to change the west approach phase to all left turns, followed by a U-turn at a distance of approximately 450 m from the intersection point on the north arm. This alternative significantly reduces the average intersection delay to 37,373 seconds/SMP. Peningkatan aktivitas sisi jalan dan jumlah lalu lintas seiring dengan pembangunan area komersial di jalan Jembatan Dua Raya – Jalan Pangeran Tubagus Angke menyebabkan beberapa permasalahan di simpang bersinyal berupa kemacetan pada jalur jalan, waktu tunggu kendaraan yang cukup lama, dan tingginya risiko kecelakaan. Dengan kondisi tersebut, maka penelitian ini bertujuan untuk mengevaluasi kinerja lalu lintas pada ruas jalan dan simpang tersebut, serta merumuskan rekomendasi solusi yang efektif guna mengoptimalkan aliran kendaraan. Analisis dilakukan dengan mengacu pada Pedoman Kapasitas Jalan Indonesia 2023 (PKJI 2023). Hasil analisis kinerja ruas Jalan Pangeran Tubagus Angke menunjukkan kondisi yang baik, dengan derajat kejenuhan arah timur menuju barat sebesar 0,390 dan arah barat menuju timur sebesar 0.52922, menempatkan tingkat pelayanan pada kategori B. Namun, kontras dengan ruas jalan, kinerja simpang bersinyal pada kondisi eksisting tergolong buruk, dengan tundaan rata-rata mencapai 175,51 detik/SMP dan tingkat pelayanan kategori F. Sebagai solusi, diusulkan perubahan fase pendekat barat menjadi belok kiri semua, diikuti dengan putar balik (U-turn) dengan jarak sekitar 450 m dari titik persimpangan di lengan utara. Alternatif ini secara signifikan menurunkan tundaan simpang rata-rata menjadi 37,373 detik/SMP.
