Abstract

The issue of waterlogging in Serang City has increased over the past four years, from 2021 to 2023. Although the Serang City Government, through the Department of Public Works and Spatial Planning (DPUPR), has consistently carried out the construction and improvement of drainage infrastructure, the flooding problem has not been fully resolved. This is due to limited resources, especially budget constraints, as well as the suboptimal institutional performance in managing the development of a complex and multidimensional drainage system. This study aims to analyze the influence of five priority scale criteria—namely technical, economic, inundation, socio-cultural, and environmental criteria—on the improvement of drainage function in Serang City, and to assess the role of institutional performance as an intervening variable. The method used is Structural Equation Modeling based on Partial Least Squares (SEM-PLS), with data collected through expert and stakeholder questionnaires involving planners, implementers, and academics who understand the city’s drainage system. The results indicate that all priority scale criteria positively influence the improvement of drainage function, both directly and indirectly through institutional performance. The inundation criterion has the most dominant influence, contributing 30.424%, followed by the technical, socio-cultural, economic, and environmental criteria. Institutional performance (DPUPR) is proven to significantly mediate the relationship between priority criteria and the successful improvement of drainage function. Keywords: Drainage, Priority Scale Criteria, DPUPR, SEM-PLS, Inundation, Serang City Permasalahan genangan yang terjadi di Kota Serang meningkat dalam empat tahun terakhir 2021-2023. Meskipun Pemerintah Kota Serang melalui Dinas Pekerjaan Umum dan Penataan Ruang secara rutin melaksanakan pembangunan dan peningkatan infrastruktur drainase, permasalahan genangan tidak terselesaikan secara menyeluruh. Hal ini disebabkan oleh terbatasnya sumber daya, terutama anggaran, serta belum optimalnya kinerja institusional dalam mengelola pembangunan sistem drainase yang kompleks dan multidimensional. Penelitian ini bertujuan untuk menganalisis pengaruh lima kriteria skala prioritas—yaitu kriteria teknis, ekonomi, genangan, sosial budaya, dan lingkungan— terhadap peningkatan fungsi drainase di Kota Serang, serta menilai peran kinerja institusional sebagai variabel intervening. Metode yang digunakan adalah Structural Equation Modeling berbasis Partial Least Square (SEM-PLS), dengan data diperoleh melalui kuesioner pakar dan responden dari unsur perencana, pelaksana, dan akademisi yang memahami sistem drainase kota. Hasil penelitian menunjukkan bahwa seluruh kriteria skala prioritas berpengaruh positif terhadap peningkatan fungsi drainase, baik secara langsung maupun tidak langsung melalui kinerja institusional. Kriteria genangan merupakan variabel yang memiliki pengaruh dominan dalam peningkatan fungsi drainase dengan persentase sebesar 30,424%, diikuti oleh kriteria teknis, sosial budaya, ekonomi dan lingkungan. Kinerja institusional (DPUPR) terbukti menjadi variabel yang memediasi secara signifikan antara penetapan kriteria prioritas dengan keberhasilan peningkatan fungsi drainase.
