Abstract
Analysis of the effectiveness of the pelican crossing has been carried out on the Alam Sutera Boulevard road in the Alam Sutera Area. The purpose of this study was to evaluate the function, level of user compliance and effectiveness of pelican crossing facilities in the Alam Sutera area. The variables studied include the function of pelican crossing facilities, compliance of road users (both drivers and pedestrians), vehicle and pedestrian volume, traffic speed, and road segment performance. The samples observed were all road users who crossed the pelican crossing facilities at two locations, namely in front of the mall and shophouses, during two working days (Monday and Wednesday) in the morning (06.00 - 09.00 WIB) and afternoon (15.00 - 18.00 WIB). The data collection technique is carried out by direct observation method in the field. The data analysis method used includes calculating traffic volume, average vehicle speed, road capacity, degree of saturation and effectiveness of pelican crossing based on the level of compliance. The results of the study showed that the level of pedestrian compliance was (97.3%), while the level of driver compliance was still low, with 3,549 violations by motorcyclists and 693 by car drivers. The level of effectiveness of pelican crossing facilities based on compliance data was in the ineffective category with a value of 1.24%. This was due to the high number of violations by drivers who ignored the pelican crossing signal, so a re-evaluation of the placement of facilities and increased awareness of road users was needed to increase the effectiveness of these facilities. Keywords: Effectiveness, Crossing, Level, Pelican Crossing, Violation Analisis efektivitas penyeberangan sebidang pelican crossing telah dilaksanakan di jalan Boulevard kawasan Alam Sutera. Tujuan dari penelitian ini adalah untuk mengevaluasi fungsi, tingkat kepatuhan pengguna dan efektivitas fasilitas pelican crossing di kawasan Alam Sutera. Variabel yang diteliti meliputi fungsi fasilitas pelican crossing, kepatuhan pengguna jalan (baik pengendara maupun pejalan kaki), volume kendaraan dan penyebrang, kecepatan lalu lintas, serta kinerja ruas jalan. Sampel yang diamati adalah seluruh pengguna jalan yang melintasi fasilitas pelican crossing pada dua titik lokasi, yaitu depan mall dan ruko, selama dua hari kerja (Senin dan Rabu) pada jam pagi (06.00 – 09.00 WIB) dan sore (15.00 – 18.00 WIB). Teknik pengambilan data dilakukan dengan metode observasi langsung di lapangan. Metode analisis data yang digunakan meliputi perhitungan volume lalu lintas, kecepatan ratarata kendaraan, kapasitas jalan, derajat kejenuham dan efektivitas pelican crossing berdasarkan tingkat kepatuhan. Hasil penelitian menunjukkan bahwa tingkat kepatuhan penyebrang sebesar (97,3%), sementara tingkat kepatuhan pengendara masih rendah, dengan 3.549 pelanggaran oleh pengendara motor dan 693 oleh pengendara mobil. Tingkat efektivitas fasilitas pelican crossing berdasarkan data kepatuhan berada pada kategori tidak efektif dengan nilai 1,24%. Hal ini disebabkan tingginya jumlah pelanggaran oleh pengendara yang mengabaikan sinyal pelican crossing, sehingga diperlukan evaluasi ulang terhadap penempatan fasilitas dan peningkatan kesadaran pengguna jalan untuk meningkatkan efektivitas fasilitas tersebut.
