Abstract
The global maritime sector contributes around 2.5% of total CO2 emissions, the majority of which originate from shipping and port operations. Shorebase is a port that plays an essential role in the oil and gas sector, but its logistical activities add significantly to overall port emissions. The implementation of green ports at shorebase is a method and resolve to emphasize the importance of a safe environment. However, the implementation of green shorebase and similar facilities in Indonesia remains limited. This study analyzes the influence of management, technical, and digitalization factors on cost performance in a green shorebase project using Value Engineering (VE) and Life Cycle Cost Analysis (LCCA). Results show the technical aspect has the most significant impact at 58%, followed by management (20.6%) and digitalization (20%). Green shorebase performance contributes 97% to cost performance. VE implementation generated operational cost savings of IDR 1,135,948,542 or 7% of initial costs, exceeding efficiency benchmarks). LCCA results indicate the project is feasible, with a Benefit Cost Ratio of 3.33, NPV of IDR 25,989,577,423, IRR of 49% (above the 20% discount factor), and a payback period of 3.93 years. These findings confirm that VE and LCCA are effective in optimizing costs and improving project feasibility. This research serves as a reference for applying green shorebase in Indonesia. Keywords: Green Shorebase, Value Engineering, Life Cycle Cost Analysis Sektor maritim global menyumbang sekitar 2,5% dari total emisi CO2 yang sebagian besar berasal dari kegiatan pelayaran dan operasional pelabuhan. Shorebase merupakan pelabuhan yang memainkan peran penting dalam sektor oil and gas, namun aktivitas logistiknya secara signifikan berkontribusi terhadap penambahan emisi di pelabuhan. Penerapan pelabuhan ramah lingkungan (green port) pada shorebase merupakan metode dan komitmen untuk menekankan pentingnya lingkungan yang aman. Namun, penerapan green shorebase dan fasilitas serupa di Indonesia masih terbatas. Penelitian ini menganalisis pengaruh faktor manajemen, teknis, dan digitalisasi terhadap kinerja biaya melalui kinerja green shorebase, dan menerapkan konsep Value Engineering (VE) dan Life Cycle Cost Analysis (LCCA) pada objek penelitian. Hasil menunjukkan bahwa aspek teknis memiliki pengaruh paling besar yaitu 58%, diikuti oleh manajemen (20,6%) dan digitalisasi (20%). Kinerja green shorebase memberikan kontribusi sebesar 97% terhadap kinerja biaya. Penerapan VE menghasilkan penghematan biaya operasional sebesar Rp1.135.948.542 atau 7% dari biaya awal, melebihi tolok ukur efisiensi. Hasil LCCA menunjukkan bahwa proyek ini layak dijalankan, dengan rasio manfaat-biaya sebesar 3,33, NPV sebesar Rp25.989.577.423, IRR sebesar 49% (di atas faktor diskonto 20%), dan periode pengembalian investasi selama 3,93 tahun. Temuan ini mengonfirmasi bahwa VE dan LCCA efektif dalam mengoptimalkan biaya dan meningkatkan kelayakan proyek. Penelitian ini menjadi referensi dalam penerapan konsep green shorebase di Indonesia.
