Abstract

The increase in vehicle volume on Jl. Puri Permata, Tangerang, due to population growth and surrounding activities, has the potential to reduce traffic performance. Side constraints such as illegal parking and vehicle movements in and out of the road also impact the smooth flow of traffic. This study aims to analyze road performance using the PKJI 2023 method and simulate improvement scenarios using PTV Vissim software. The analysis results using PKJI 2023 indicate that the road capacity is 7,197.1 pcu/hour. Peak-hour traffic volume was recorded on Thursday, December 12, 2024, from 18:00 to 20:00, reaching 4,883.8 pcu/hour. The degree of saturation (DS) obtained is 0.68, which falls under Level of Service (LOS) B. This indicates that the road is still functioning well but is approaching its optimal limit. The achieved free-flow speed is 60.38 km/h. Meanwhile, the simulation using PTV Vissim resulted in a Level of Service (LOS) A. The GEH calculation simulation results show a GEH value of 2.11 (accepted) in the S-U direction of Jl. Puri Permata and 2.31 (accepted) in the U-S direction. The difference in results between the manual method and simulation occurs due to side constraints not being fully accommodated in the simulation model. To improve road capacity and performance, several alternative solutions are recommended, including managing side constraints through parking zone arrangements and stricter supervision. With the implementation of these strategies, the quality of access service to the Karang Tengah 2 Toll Road is expected to be more optimal. Puri Permata, Tangerang, akibat pertumbuhan penduduk dan aktivitas sekitar berpotensi menurunkan kinerja lalu lintas. Hambatan samping seperti parkir liar dan kendaraan keluar-masuk turut memberikan dampak terhadap kelancaran arus kendaraan. Penelitian ini bertujuan untuk menganalisis kinerja jalan menggunakan metode PKJI 2023 dan mensimulasikan skenario perbaikan dengan software PTV Vissim. Hasil analisis menggunakan PKJI 2023 menunjukkan bahwa kapasitas jalan sebesar 7.197,1 smp/jam. Volume lalu lintas pada jam puncak tercatat pada hari Kamis, 12 Desember 2024, pukul 18.00-20.00, mencapai 4.883,8 smp/jam. Derajat kejenuhan (DJ) yang diperoleh adalah 0,68, yang termasuk dalam kategori Level of Service (LOS) B. Hal ini mengindikasikan bahwa jalan masih berfungsi dengan baik, tetapi mendekati batas optimal. Kecepatan arus bebas yang tercapai adalah 60,38 km/jam. Sementara itu, simulasi menggunakan PTV Vissim menghasilkan Level of Service (LOS) A. Hasil simulasi perhitungan GEH menunjukkan di Jl. Puri Permata arah S-U didapatkan nilai GEH 2,11 (diterima), dan di Jl. Puri Permata arah U-S didapatkan nilai GEH 2,31 (diterima). Perbedaan hasil antara metode manual dan simulasi terjadi karena faktor hambatan samping yang tidak seluruhnya terakomodasi dalam model simulasi. Untuk meningkatkan kapasitas dan kinerja jalan, beberapa alternatif solusi yang direkomendasikan pada hambatan samping melalui penataan zona parkir dan pengawasan lebih ketat. Dengan implementasi strategi ini, diharapkan kualitas layanan akses menuju Tol Karang Tengah 2 dapat lebih optimal.
