Abstract
This study aims to evaluate cost efficiency in the road improvement project for coal transportation in Central Kalimantan, by implementing Construction Management, Value Engineering, and Lean Six Sigma approaches. The analysis was conducted using quantitative and qualitative methods, with data collected through field observations, interviews with relevant stakeholders, and questionnaires distributed to key parties. The findings indicate that the application of these three approaches significantly contributes to project cost efficiency, with a total contribution of 71.2%. Among them, Value Engineering has the most dominant impact, accounting for 32.3% of the total contribution. One of the key findings of this study is that the use of chip seal as an alternative road surface material can save up to IDR 592.375 billion or 28.49% of the initial budget while enhancing road durability. Furthermore, the cost estimation after implementing Value Engineering suggests a potential reduction in maintenance costs of up to 20%, leading to long-term efficiency improvements. Based on these findings, this study recommends integrating Value Engineering and Lean Six Sigma as key strategies for optimizing costs and enhancing the sustainability of coal transportation projects in the region. Keywords: Value Engineering, Lean Six Sigma, Cost Efficiency Penelitian ini bertujuan untuk mengevaluasi efisiensi biaya dalam proyek peningkatan jalan angkutan batubara Kalimantan Tengah, dengan menerapkan pendekatan Manajemen Konstruksi, Value Engineering, dan Lean Six Sigma. Analisis dilakukan melalui metode kuantitatif dan kualitatif dengan pengumpulan data dari observasi lapangan, wawancara dengan pihak terkait, serta kuesioner yang disebarkan kepada para pemangku kepentingan. Hasil penelitian menunjukkan bahwa penerapan ketiga pendekatan tersebut berkontribusi signifikan terhadap efisiensi biaya proyek, dengan total kontribusi sebesar 71,2%. Dari ketiga metode tersebut, Value Engineering memiliki dampak paling dominan dengan kontribusi sebesar 32,3%. Salah satu temuan utama dalam penelitian ini adalah bahwa penggunaan lapisan chip seal sebagai alternatif material permukaan jalan dapat menghemat biaya hingga Rp 592,375 miliar atau 28,49% dari total anggaran awal, sekaligus meningkatkan daya tahan jalan. Lebih lanjut, estimasi biaya pasca penerapan Value Engineering mengindikasikan potensi pengurangan biaya pemeliharaan hingga 20%, yang berdampak pada peningkatan efisiensi jangka panjang. Berdasarkan hasil tersebut, penelitian ini merekomendasikan integrasi Value Engineering dan Lean Six Sigma sebagai strategi utama dalam optimalisasi biaya dan peningkatan keberlanjutan proyek transportasi batubara di wilayah tersebut.
