Abstract
Cost and time control are crucial in construction projects to estimate expenses and completion time according to the planned schedule. In the Mandu Seaweed CJ Foods Factory project, delays were identified based on the S-curve project progress data, showing deviations of 4.86% in the fifth month (June 2024) and 3.75% in July 2024. This study employs a qualitative method with an Earned Value Analysis (EVA) approach to analyze cost and time performance. A qualitative approach was chosen to gain an indepth understanding of the factors affecting project delays and cost efficiency through secondary data analysis and observations. Meanwhile, the Earned Value approach is used as a time control technique in this study. The objective of this research is to analyze the cost and time performance of the Mandu Seaweed CJ Foods Factory project. The secondary data obtained from the implementing contractor includes the Planned SCurve, Actual S-Curve, Bill of Quantities (RAB), Weekly Progress Reports, and Actual Field Cost Reports. Subsequently, cost, time, variance, and performance index analyses were conducted to identify emerging issues in the project. The analysis results indicate that the actual costs incurred were lower than the budgeted costs, as reflected in the Cost Performance Index (CPI) value of 1.39. However, the project execution experienced delays compared to the planned schedule, as shown by the Schedule Performance Index (SPI) value of 0.95. The total projected cost to complete the project is estimated at IDR 14,595,469,042, with a predicted completion time of 311 days. The Earned Value calculation demonstrates that the project does not suffer financial losses (excluding penalties due to delays), although it experiences a delay in completion. Keywords: Earned Value Analysis, Time Efficiency Factor, Cost Efficiency Index Pengendalian biaya dan waktu sangat penting untuk proyek agar dapat memperkirakan biaya dan waktu untuk menyelesaikan proyek sesuai rencana. Pada proyek Pabrik Mandu Seaweed CJ Foods terdapat keterlambatan berdasarkan data kurva S pengerjaan proyek terdapat deviasi dengan nilai 4,86 % pada bulan ke-5 (Juni 2024) dan 3,75% (Juli 2024). Penelitian ini menggunakan metode kualitatif dengan pendekatan Earned Value Analysis (EVA) untuk menganalisis kinerja biaya dan waktu. Metode kualitatif dipilih untuk memahami secara mendalam faktor-faktor yang memengaruhi keterlambatan dan efisiensi biaya melalui analisis data sekunder dan observasi, sedangkan pendekatan Earned Value adalah teknik pengendalian waktu yang digunakan dalam penelitian ini. Tujuan dari penelitian ini yaitu untuk menganalisis kinerja biaya dan waktu pada proyek Pabrik Mandu Seaweed CJ Foods. Data sekunder yang didapatkan dari kontraktor pelaksana diantaranya Kurva S Rencana, Kurva S Aktual, RAB, Laporan Progress Mingguan dan Laporan Keuangan Biaya Aktual Lapangan, kemudian dilakukan analisis biaya, waktu, varians dan indeks performa dengan menjabarkan permasalahan yang muncul pada penelitian. Hasil analisis yang dilakukan didapatkan bahwa biaya yang dikeluarkan lebih kecil dari biaya yang dianggarkan dapat dilihat nilai CPI = 1,39 dan waktu pelaksanaan mengalami keterlambatan dari waktu rencana dapat dilihat dari nilai SPI = 0,95. Perhitungan biaya keseluruhan agar proyek selesai sebesar Rp.14,595,469,042 dengan prediksi waktu penyelesaian 311 hari. Perhitungan Earned Value menunjukkan bahwa proyek tidak mengalami kerugian (tanpa menghitung denda akibat keterlambatan) akan tetapi proyek mengalami keterlambatan penyelesaian.
