Abstract

In the current modern era, development in various sectors is increasingly rapid, one of which is in the industrial sector. The rising demand for the industrial sector affects the need for development in industrial areas, with the complexity of construction in industrial zones potentially leading to issues related to work time and budget. One such industrial zone in Banten Province, in the last five years, includes the Millennium Industrial Zone, the Modern Cikande Industrial Zone, and the Blessindo Industrial Zone, where there have been 441 projects, with an average time overrun of 206 calendar days. To address this issue, good construction management is needed, particularly in managing costs and time during project implementation. This study aims to analyze the factors that influence time overrun and cost overrun in construction projects in the industrial zones of Banten Province during the pre-construction and construction phases. The research was conducted by distributing questionnaires to respondents and analyzed with the help of the SPSS application. The results of the study show that during the pre-construction phase, there is a significant influence on the occurrence of time overrun with a t-value of 8.401 > t-table 1.683, but no significant influence on cost overrun with a t-value of 1.139 < ttable 1.683. During the construction phase, there is a significant influence on both time overrun and cost overrun with t-values of 3.640 > t-table 1.683 and 6.870 > t-table 1.683. Pada era modern saat ini pembangunan di berbagai sektor semakin pesat dilakukan, salah satunya pada sektor industri. Meningkatnya kebutuhan akan sektor industri berpengaruh terhadap kebutuhan pembangunan pada kawasan industri, dengan kompleksitas pembangunan konstruksi di kawasan industri akan banyak menimbulkan potensi permasalahan terhadap waktu pekerjaan (time overrun) dan anggaran biaya (cost overrun). Salat satunya kawasan industri pada Provinsi Banten, pada lima tahun terakhir di Kawasan Industri Milenium, Kawasan Industri Modern Cikande, dan Kawasan Industri Blessindo terdapat 441 proyek dengan rata – rata terjadi time overrun selama 206 hari kalender. Menyikapi permasalahan tersebut maka diperlukan manajamen konstruksi yang baik, terutama dalam pengelolaan biaya dan waktu dalam pelaksanaan proyek. Penelitian ini bertujuan untuk menganalisis faktor – faktor yang berpengaruh dalam terjadinya time overrun dan cost overrun proyek konstruksi di Kawasan Industri Provinsi Banten pada masa pra konstruksi dan masa konstruksi. Penelitian dilakukan dengan penyebaran kuesioner kepada responden dan dianalisis dengan bantuan aplikasi SPSS. Pada hasil penelitian ini, masa pra konstruksi terdapat pengaruh yang signifikan terhadap terjdinya time overrun dengan nilai t hitung 8,401 > t tabel 1,683, namun tidak berpengaruh signifikan terhadap terjadinya cost overrun dengan nilai t hitung 1,139 < t tabel 1,683. Masa konstruksi terdapat pengaruh yang signifikan terhadap terjdinya time overrun dan cost overrun dengan nilai t hitung 3,640 > t tabel 1,683 dan 6,870 > t tabel 1,683. Kata Kunci : Cost Overrun, Time Overrun, Proyek Kawasan Industri, Masa Pra Konstruksi, Masa Konstruksi.
