Abstract
Delays in project development often occur due to various risk factors that have not been identified during project implementation, thus requiring the handling of different project implementation methods. As the largest International Port Project in Kalimantan, the Kijing Terminal Project is identified as the risk of experiencing delays in progress. For this reason, the purpose of this study is to determine the risks that cause delays in progress, to know the dominant risks and to plan the follow-up that needs to be done on the dominant risks that affect the project's time performance. Methods This research was conducted by interviewing and distributing questionnaires to 28 respondents. Then processed with SmartPLS Version 3.0 software, to test the validity and reliability of the data. After that, a risk analysis is carried out to determine the dominant risk based on the Risk Management System Procedure of PT. WIKA in 2019, then expert validation is carried out regarding risk management of the dominant risk. From the analysis results obtained 12 dominant risks that affect the time performance of the project, namely: X1.1 Imposition of minimum electricity tariff subscription from PL, X1.3 Idle of tools due to work termination, X1.4 Claims to owner and anti-claims to the subcontracts regarding the idea of piling tools, X1.5 Disputes occur with the local community. X3.6 Delay in material arrival, X4.5 Extreme weather and big waves, X4.7 Additional volume of temporary dock support, X6.3 There is a potential lockdown in the project area until an uncertain time. Keywords: Risk Management, Risk Analysis, Project Delay, Port Projects, SmartPLS version Keterlambatan pelaksanaan pembangunan proyek sering terjadi disebabkan berbagai faktor risiko yang selama pelaksanaan proyek belum teridentifikasi, sehingga memerlukan penanganan metode pelaksanaan proyek yang berbeda. Sebagai Proyek Pelabuhan Internasioanal terbesar di Kalimantan, Proyek Terminal Kijing diidentifikasi risiko mengalami keterlambatan progress. Untuk itu, tujuan dari penelitian ini adalah untuk mengetahui risiko-risiko yang menyebabkan keterlambatan progress, mengetahui risiko dominan serta rencana tindak lanjut yang perlu dilakukan terhadap risiko-risiko dominan yang berpengaruh terhadap kinerja waktu proyek. Metode Penelitian ini dilakukan dengan wawancara dan menyebarkan kuesioner kepada 28 responden. Kemudian diolah dengan software SmartPLS Versi 3.0, untuk menguji Validitas dan Realibilitas data. Setelah itu dilakukan Analisa risiko untuk mengetahui risiko dominan berdasarkan Prosedur Sistem Manajemen Risiko PT. WIKA Tahun 2019, kemudian dilakukan validasi pakar mengenai penanganan risiko terhadap risiko yang dominan. Dari hasil analisis diperoleh 12 risiko dominan yang mempengaruhi kinerja waktu proyek, yaitu : X1.1 Pengenaan abodemen tarif minimum listrik dari PLN, X1.3 Idle alat dikarenakan pemberhentian kerja, X1.4 Klaim ke owner dan anti klaim ke subkon terkait idlenya alat pancang, X1.5 Terjadinya perselisihan dengan masyarakat setempat. X2.2 Perubahan desain, X2.4 Perubahan lingkup skup pekerjaan, X2.6 Potensi penambahan tiang pancang sesuai perkembangan review teknis, X3.6 Keterlambatan pendatangan material, X4.3 Adanya beberapa pekerjaan dilintasan kritis yang tidak mendetail, X4.5 Cuaca ekstrim dan gelombang besar, X4.7 Penambahan volume temporary support dermaga, X6.3 Adanya potensi lockdown diarea proyek sampai waktu yang tidak menentu.
